Position Overview :
MassCEC seeks a talented and experienced candidate to serve as a Senior Program Manager on the Adult Training and Small Business Support Team of the Workforce Development Department. Successful candidates will have extensive workforce development experience and a strong commitment to helping Massachusetts achieve its 2050 net zero emissions goals in a way that focuses on equitable solutions to support environmental justice neighborhoods, climate-critical small businesses, and transitioning fossil fuel workers.
Reporting to the Program Director, the Senior Program Manager will lead the development and procurement processes for several annual stated-funded workforce development initiatives as well as multi-year federally funded sector-specific initiatives. The Senior Program Manager plays a critical role in advancing equitable high-quality training programs and small business support efforts aimed at promoting local economic development. Additionally, the Senior Program Manager will play a key role in providing quality technical assistance to grantees, structuring effective outcomes reporting, overseeing staff focused on administrative processes, and contributing to strategic outreach and engagement with industry, workforce, education, and community stakeholders.

Core Responsibilities :
- Execute successful Workforce Equity Programs by authoring core program documents including requests for proposals (RFPs), program administration guides, and technical assistance resources.
- Directly supervise two to four staff including program managers, program administrators, and fellows, all of whom will need guidance and support to deliver effective technical assistance, manage detailed administrative processes, and contribute to a high volume of outreach and coordination.
- Through regular supervision check-ins, typically weekly or bi-weekly, and oversight of timesheets, PTO filings, and quarterly and annual reviews, monitor the overall performance of direct reports and the health of the direct reports’ portfolios of grantees.
- In collaboration with other senior staff across the team and department, help foster a rigorous and supportive environment by defining goals, structuring workplans, coaching others, and providing constructive feedback.
- Drive program quality by identifying and advancing relevant best practices through research, stakeholder engagement, and analysis of grantee practices and performance.
- Ensure that all competitive procurement processes are rigorous and equitable by designing clear evaluation guidelines, guiding staff and external reviewers on the review process, and supporting consistent documentation of application scores and evaluations.
- Directly deliver technical assistance support to a caseload of grantees and coordinate with the Program Director and Managing Director to develop and improve departmental technical assistance practices and offerings.
- Provide support and thought partnership to direct reports with caseloads, and if necessary, step in when the status of a grant necessitates corrective intervention.
- Assist with the development of data analysis tools and processes for the workforce equity programs and analyze program data to produce reports and presentations for internal and external stakeholders, and coordinate with the Deputy Managing Director of Workforce Development and Program Manager, Research and Program Assessment Support to ensure adherence to departmental data and evaluation standards and to comply with org-wide data requests.
- Meet outreach goals by collaborating on the development of program communications and collateral and engaging a wide range of stakeholders including other government agencies, community-based organizations, local and regional workforce organizations, industry associations, secondary and higher education institutions, and employers.
- Uphold program integrity through consistent attention to detail when reviewing complex contracts, invoices, and supporting program and finance documents.
- Contribute effectively to cross-functional and collaborative efforts as opportunities and needs are identified.
