Analyst, Market Oversight and Transparency

The Massachusetts Health Policy Commission (HPC)  seeks an Analyst to support the Market Oversight and Transparency (MOAT) department in conducting analyses of the health care system and evaluating the impact of significant health care provider changes on the competitive market and the state’s ability to meet the health care cost growth benchmark.

Reporting to the Senior Manager of Data Analytics, the Analyst will support the development of methodologies to conduct quantitative analyses of the impact of provider market changes on health care costs and market functioning.

Duties of the position may include, but are not limited to:

 
  • Utilizing a range of data sources to conduct analyses, including payer-reported data on health care costs and utilization, claims data, discharge data, and survey data;
  • Developing quantitative analysis methodologies, independently and in collaboration with a team, to support the department’s monitoring of the health care market;
  • Reviewing spending trends and drivers for health care payers and providers in Massachusetts, assessing the structure and functioning of the health care system, and investigating opportunities to create a more affordable and equitable health care system;
  • Developing internal data management processes, quality control processes, and other analytic best practices;
  • Interpreting analytic results and presenting findings to colleagues and agency leadership;
  • Contributing to project-based teams comprised of HPC staff and external consultants;
  • Assisting with drafting reports and other written work products; and
  • Providing support for analytic administrative tasks, such as acquisition and management of data sets.

Desired Qualifications (knowledge, skills, abilities, and behaviors): 
  • At least 4 years of relevant full-time or equivalent part-time professional experience that has equipped the applicant with the competencies, knowledge, skills, and abilities to succeed in the position
  • Proficiency programming with R, Stata, SAS, Python, or other standard statistical software
  • Experience conducting quantitative analyses relating to health care spending, quality, access and/or equity
  • Experience with or interest in working with health care claims data
  • Excellent analytic and writing skills, including the ability to interpret and distill complex information into succinct products, and to tailor communication for various audiences
  • The ability to balance multiple competing priorities and deadlines
  • Excellent organizational skills and keen attention to detail

Compensation and Benefits
Salary Range
$70,000-$100,000 annually
Salary is commensurate with experience. The HPC may adjust title, responsibilities, and salary depending on the experience and expertise of the individual selected.
