This position is responsible for directing the Borough's development services functions, and providing oversight, direction, and mentoring to division staff.

Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.

This is a non-bargaining unit management position.

S1 - S5 - DOE

Baccalaureate degree in a course of study related to the occupational field.  Post-secondary education or experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year-for-year basis. 

Seven (7) years of progressively responsible experience in the development, operation or management of programs within the occupational field, sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, including three years of supervisory experience and three years of management experience.

Relevant experience may include: experience in urban planning, code enforcement, or public administration will have a strong foundation for this position. Relevant skills might include leadership and management experience, such as overseeing teams, developing and implementing policies, and ensuring compliance with local, state, and federal regulations. Experience in managing budgets, coordinating cross-departmental activities, and using data-driven approaches to track performance and improve efficiency will also be valuable. Skills in conflict resolution, mediation, and customer service are crucial, particularly in handling disputes between staff and the public. Familiarity with permitting processes, flood damage prevention programs, and the use of permitting software would be highly transferable, as would experience in reporting to government boards and committees. Additionally, strong organizational, communication, and problem-solving skills will help ensure the smooth operation of the division and align with the Borough’s core values of accountability, integrity, and teamwork.

Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated.

Must obtain certification as a Certified Floodplain Manager (CFM) within three (3) years of hire date.

Completion of required Incident Command System (ICS) courses in accordance with established Borough policy.

Must successfully pass a pre-employment drug screen and background check.

  • Provides leadership and management oversight of all daily activities in the division.
  • Oversees code compliance, permitting and complex right-of-way (ROW) cases.
  • Resolves procedural and technical conflicts; mediates and resolves disputes between customers and staff.
  • Makes official determinations regarding Borough code.
  • Plans, organizes, coordinates and evaluates Permit Center, current planning, code compliance, and ROW functions; coordinate activities with other divisions and departments.
  • Develops, administers and monitors division budget.
  • Directs the operations of the Permit Center; ensures that computer hardware and software are functional; ensures the availability of forms and resources materials.
  • Identifies and implements changes in processes to increase efficiency, effectiveness, and customer satisfaction.
  • Oversees the Borough's Flood Damage Prevention Program; serves as liaison with state and federal agencies.
  • Identifies and manages high profile code changes, including the organization of working groups, ordinance development, and adoption processes.
  • Hires, supervises, counsels, trains, schedules, assigns and evaluates assigned staff; reviews work; provides work direction and guidance to assigned staff; conducts staff meetings; establishes work performance standards; conducts performance evaluations; initiates and implements disciplinary actions as appropriate; rewards employees; recommends promotions; approves and schedules leave; ensures work flow is completed in accordance with established procedures.
  • Develops, adjusts and maintains policies, procedures and standards related to permitting and code compliance; ensures compliance with state and federal statutes, Borough codes, and established policies and guidelines.
  • Represents the department and Borough to the assembly, community groups, task forces, committees and boards.
  • Manages administrative and reception functions, including filing and requests for public disclosures of documents.
  • Establishes goals and objectives reflective of Borough priorities, including simplifying and streamlining permitting processes and improving the functionality of permitting software.
  • Creates measures, collects data, and develops reports that track permitting and code enforcement activity and performance; reports data and related planning to the Planning Director, Borough Manager, Planning Commission, Assembly, and other organizations.
  • Ensures compliance with occupational safety and health regulations applicable to area of responsibility, including but not limited to:  proper use and maintenance of personal protective equipment; Safety Data Sheet books, inspection reports, training records, and hazard documentation are maintained and up to date; preventive programs and corrective actions are properly implemented.
  • Performs related duties.

Salary : $97,490 - $105,518
