Job Description :
The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient, and cost-effective.
MOCS makes it easier to do business through the use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.
MOCS team members operate in a collaborative, service-oriented environment, where flexibility and the ability to achieve results are valued. Staff must conduct all duties relevant to their position in their assigned division and demonstrate an advanced level of expertise. This position requires a focus on aligning daily operations to the agency's strategic priorities, engaging stakeholders in planning, and ensuring performance using well-defined success metrics and project management strategies.
The Deputy Chief of Staff will report to the Chief of Staff, who is part of the Director’s executive staff, and will assist the Chief of Staff to interface with management across all agency divisions. Candidates for this position are expected to be highly organized, entrepreneurial, innovative, and possess strong communication, policy analysis, and relationship management skills.
Under the direction of the Director / Chief of Staff, the Deputy Chief of Staff will require someone who can understand multiple business domains and quickly gain a broad understanding of all aspects of MOCS’ operations to best represent the Director on a broad range of topics.
Responsibilities :
- Strategic partner and thought leader that can lead and / or assist in the management of special projects and initiatives
- Support the management of intergovernmental affairs for the agency, including advancing and monitoring legislative priorities
- Drafting memos, background documents, presentation materials, reports, and other documents that distill complex issues
- Preparing agendas and minutes for Director / Chief of Staff meetings
- Tracking follow-up actions across the organization
- Project planning and providing regular updates on current projects
- Serving as a liaison with City Hall, other city agencies, external stakeholders, and internally
- Providing department leaders with recommendations and consultation to improve teamwork
- Collaborating with senior leadership team to determine and prioritize agency strategies
- Ongoing professional development to strengthen skills and increase knowledge in relevant areas of procurement, technology, government operations, public policy, and people and change management
- Understand issues affecting relevant stakeholder groups, including but not limited to covered city agencies, Minority and Women-owned Business Enterprises (M / WBEs), nonprofits, etc.
- Special projects, as assigned.
