PRIMARY PURPOSE:
To support the Chief Financial Officer in planning, developing, monitoring, and maintaining the district's annual budget and all related financial operations. The Budget Coordinator provides leadership and technical expertise to ensure the effective allocation and use of financial resources aligned with district goals and state/federal regulations. This position plays a critical role in helping school leaders make data-informed decisions to support student success.
QUALIFICATIONS:
Education/Certification:
Bachelor of Business Administration Degree in Accounting or Finance, required
Master’s degree, preferred.
Registered Texas School Business Administrator (RTSBA), preferred.
Certified Public Accountant (CPA), preferred.
Special Knowledge/Skills:
Strong knowledge of Texas school finance, the Financial Accountability System Resource Guide (FASRG), and Generally Accepted Accounting Principles (GAAP).
Proficient in financial analysis, forecasting, and fund accounting.
High-level proficiency in Microsoft Excel; experience with financial systems such as Skyward or similar ERP preferred.
Excellent organizational and time management skills; able to manage multiple priorities and meet critical deadlines.
Strong written and verbal communication skills; able to explain financial concepts to non-financial staff.
Collaborative and customer-service mindset to support campuses, departments, and leadership teams.
Experience:
Minimum of three (3) years of direct experience in general ledger accounting, required.
Experience in school district finance or governmental accounting strongly preferred.
MAJOR RESPONSIBILITIES AND DUTIES/ESSENTIAL FUNCTIONS:
- Assist with the preparation, adoption, and monitoring of the district’s annual operating budget, ensuring alignment with strategic goals and legal compliance.
- Review and analyze general ledger accounts for all funds to ensure accuracy and compliance.
- Process and review budget amendments, journal entries, and financial corrections in accordance with TEA guidelines.
- Serve as a primary contact for budget-related questions from departments and campuses; provide training and support on budget procedures, coding, and compliance.
- Coordinate with departments to develop and maintain budgetary control procedures.
- Develop and maintain the state funding template; prepare revenue projections and update based on enrollment (ADA) and program changes.
- Assist in tax matters relating to school, current and delinquent tax collections; prepare tax rate scenarios; and coordinate with the Hidalgo County Tax Office to prepare and review tax rate reports required to set annual tax rate.
- Assist with long-range financial planning, compensation modeling, and process improvements.
- Prepare monthly, quarterly, and year-end financial reports, including revenue and expenditure projections and actual vs. budget variance analysis.
- Assist with submission of state-required reports via the TEA TEAL system, including attendance projections, tax information survey, and local property value survey.
- Support the annual audit process, including preparation of audit schedules and resolution of auditor inquiries.
- Identify and troubleshoot software interface issues; collaborate with Technology Services for resolution.
- Assist in the development of the district’s annual budget book, annual comprehensive financial report, and presentations to the Board of Trustees.
- Supervise and provide guidance to budget department staff in the absence of the CFO.
- Support hiring, training, and evaluation of budget team members in coordination with the CFO.
- Follow McAllen ISD customer service standards.
Perform other duties assigned by the immediate supervisor (primary evaluator).

Minimum: $ 314.94
Maximum: $ 439.40
Note: Starting pay for a new hire in a pay range plan will be determined individually based on each person's job-related experience and salaries paid to peer employees in the same position with similar experience.
