Position Summary

Evaluates, prepares, and processes, Motor Vehicle Titles and Registration Applications; Minnesota Drivers’ License and Identification (I.D.) Card Applications; Department of Natural Resources (DNR) Recreational (snowmobile, ATV, and boats) Vehicle Titles and Registrations; Game and Fish License, and Vital Statistics/Records.

Supplemental:

  • 2025 Salary Range for this position is $18.39 - $27.59/hour
  • Applicants with no relevant experience should expect to start at $19.50/hour
  • Position will close at 4:00pm on February 7, 2025
  • This is a trainable position with training provided, which must be successfully completed and maintained

Essential Functions/Responsibilities

The following duties are normal for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Position Duties

  • Motor Vehicle Titles and Registrations:
    • Examine documents for compliance with regulations governing authenticity, completeness, consistency, titling requirements and accuracy.
    • Determine, calculate, collect, receipt appropriate taxes and fees and calculates sales tax and fees, and determines sales tax exemptions.
    • Enforce data privacy with relation to Department of Public Safety records.
    • Issue appropriate registration stickers and vehicle plates.
    • Verify correct conveyance language, transaction status, and record necessary information.
    • Balance the cash drawer, reconcile fees, deposit money into the designated account, and submit required State reports.
    • Maintain accurate inventory of all plates, stickers and transfer stamps that have been assigned.
  • MN Drivers’ Licenses, I.D. Cards and DNR Recreation Titles and Registrations:
    • Verify information on applications, determine sufficiency of the information; collect appropriate fees and perform all necessary tasks to complete the application.
    • Follow steps necessary to reconcile, deposit, and submit required State reports.
    • Issue I.D. Cards and Driver’s Licenses and determine if documents provided are valid.
    • Determine authenticity of documents and identity to monitor for fraudulent activity.
  • DNR Recreational Vehicle Titles and Registrations:
  • Verify information on applications, determine sufficiency of the information, issue appropriate registration stickers, verify correct conveyance language, transaction status, and record necessary information.
  • Game and Fish Licenses:
  • Review and verify information and eligibility (e.g. residency, age and disability); handle funds according to established procedures as noted in above work functions.
  • Vital Records:
    • Issue records of birth, death and marriage.
    • Provide counter and telephone assistance with birth, death, marriage and genealogy records.
    • Determine tangible interest (access right to information), process applications for birth and death.
    • Process marriage applications.
    • Enter specific data from death worksheets, historical birth records, and marriage applications into pertinent computer systems.
    • Sign as certifying officer for vital records; administer oath and act as agent of the Minnesota Department of Health.
    • Enter information into the Minnesota Department of Health Minnesota Registration & Certification computer system.
    • Collect payments for records issued and reconcile security paper.
  • Resolve problems related to the various functions of the License Center area. Respond to public inquires and requests regarding titles, registrations, licensing, births, and deaths.
  • Receptionist and initial contact to answer multi-line telephone calls, screen, relay, and respond to public and staff.
  • Assist with all election processes (absentee ballots and election results).
  • Replenish supplies and required materials.
  • Maintain office equipment and facilities.
  • Copy documents or other printed material using copy machine.
  • Scan documents for transmission to State agencies.

Non-Essential Functions

Perform job related duties as assigned or apparent, including but not limited to: preparation of daily reports, data entry, resolution to problems or complaints, and the processing of mail.

Knowledge, Skills, Abilities

  • Ability to maintain regular and timely work attendance.
  • Ability to establish and maintain good working relationships with the public and other employees, including state and federal agencies.
  • Ability to determine and maintain confidentiality and to work under fast paced conditions, multi-tasking.
  • Working knowledge of web-based applications, all service applications are web-based.
  • Knowledge of principles and practices of bookkeeping/accounting functions, cash handling and customer service.
  • Ability to enter and process information with speed and accuracy; edit and summarize reports to verify accuracy; organize, analyze, perform mathematical computations and problem solve.
  • Ability to read, speak and write English clearly, to effectively communicate by telephone, to understand and carry out oral and written instructions, and to proofread for spelling.
  • Ability to type 40-50 words per minute accurately.
  • Knowledge of certification of Motor Vehicle laws, Driver’s License and I.D. Card laws, regulations, policies and procedures; Minnesota Department of Health laws for birth and death certificates and marriages licenses.
  • Knowledge of State of Minnesota motor vehicle licensing and titling laws and procedures.
  • Knowledge of Microsoft Office software suite.
  • Ability to communicate effectively and courteously with the general public and other staff in person, over the phone, and through written correspondence.
  • Ability to interpret Minnesota Statutes, Rules and Regulations regarding issues pertaining to motor vehicle registration, titling, licensing renewal, driver’s license, I.D. card, vital statistic, and hunting/fishing license.
  • Ability to work calmly and effectively with challenging customers.
  • Ability to concentrate and perform detailed work in an environment with high involvement from customers at the counter and over the phone.
  • Ability to effectively handle stressful situations in a fast-paced environment with constant activity and the pressure of deadlines.
  • Available to work a flexible schedule.
  • Ability to accurately operate a cash register and balance cash drawers.

Minimum Qualifications

Education and Experience

  • High school diploma plus two (2) years of specialized training, or
  • Progressive related experience of four (4) years,
  • Experience in customer service two (2) years

Required Certifications/Licenses

  • Valid Minnesota Driver’s License with proof of insurance.
  • Must become a "Certified Title and Registration Professional" by the State of Minnesota Driver and Vehicle Services Division within 12 months of starting employment. This Certification must be kept current while employed as a License Clerk.
  • Must obtain knowledge and certification of driver’s license and I.D. card laws, regulations, policies, and procedures.

Preferred Experience

  • Perform Deputy Registrar functions or similar responsibilities in the public/private sector.
  • Perform Vital Statistics functions.
  • General knowledge of basic accounting principles and procedures.
  • General knowledge of basic property interest and transaction records, including the format and content of simple property descriptions.

Relationships

  • Regular interaction with County and State of Minnesota staff.
  • Interaction with the public.

Supervisory Responsibilities

  • No direct supervision of employees.

Working Conditions

  • Work is mainly performed in an office setting.
  • Occasionally requires driving to county facilities and other sites in the state.
  • Extensive time sitting and using computer equipment on a continuous basis.
  • Continuous customer contact via telephone or walk-ins while adapting to a variety of new information, procedures, and situations.

Physical Requirements Of This Position

  • Desk work involving use of a computer, telephone, and other devices.
  • Communicate effectively with County staff, County Board members, and citizens.
  • Ability to read screens and documents.
  • Ability to drive in various light and weather conditions.
  • Ability to type and use a computer or mobile device.
  • Office work may include reaching for documents, grasping documents, standing, walking, kneeling, writing, repetitive motions, and sitting or standing for extended periods of time.
  • Lift and carry files and material weighing up to 25 pounds.
