Main Purpose of Job

The main purpose of this position is to assist the Department of General Services (DGS) in meeting the requirements of the Maryland State Finance and Procurement Annotated Code Articles 14-201, 14-301, 14-501 and 14-601 and the Code of Maryland Regulations (COMAR) 21.11.01, 21.11.03 and 21.11.13, which includes all statutory, regulatory and policy requirements of the Small Business Reserve (SBR), Minority Business Enterprise (MBE) and Veteran-owned Small Business Enterprise (VSBE) programs. This position leads the Compliance staff within the Strategic Sourcing and Procurement Diversity Programs Bureau of the Office of State Procurement (OSP). This position has a key role in the agency’s mandatory reporting to the Governor’s Office of Small, Minority, and Women Business Affairs (GOSBA) and the Board of Public Works (BPW).

POSITION DUTIES

Duties for this position include but are not limited to:

  • Utilizes Lean Six Sigma methodologies, Kaizen principles and other process analysts techniques to analyze and improve existing workflows, identifying inefficiencies and implementing data-driven solutions. Conducts regular process assessments, engaging cross-functional teams to foster a culture of continuous improvement and collaboration.
  • Prioritizes key projects, and oversees initiatives aimed at optimizing resource allocation and enhancing overall productivity.
  • Facilitates training sessions to equip team member with lean management techniques, ensuring sustainable process improvements.
  • Prepares and presents performance status reports and updates to senior management and key stakeholders, highlighting achievements, challenges, and next steps.
  • Other duties and special projects as assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

  • Strong problem-solving skills: tackling complex challenges and effectively communicating needs and plans.
  • Strong written and verbal communication skills: able to create audience-appropriate, concise, complete, data-driven reports.
  • Expertise in change management: Designing and managing transition plans for diverse teams.
  • Proficient in data visualization tools: Mastery of tools like Power BI, with certifications preferred.
  • Knowledge of strategic planning: Familiarity with strategy implementation and effective goal and metric tracking tools.
  • Demonstrated expertise in managing projects from inception to completion.
  • Proven track record of mentoring team members and implementing robust data governance frameworks.
  • Ability to navigate uncertainty and adapt to evolving circumstances.
  • Certification in Lean Six Sigma, PROSCI (or other change management systems).
  • Familiarity with public procurement.
  • Project management certification.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Job Type: Full-time

Pay: $60,987.00 - $98,313.00 per year
