PositionDescription : The Human Resources Director originates and leads Human Resources practices and objectives that will provide an employee-oriented, high-performance culture that emphasizes independence, quality, productivity and standards. The Human Resources Director also coordinates implementation of services, policies, and programs; reports to the Executive Board and assists and advises company managers regarding Human Resources issues.

Education andExperience : A minimum of a bachelors degree in human resources management or a related field; or four to ten years related experience and / or training; or equivalent combination of education and experience.
GeneralRequirements :
General knowledge and experience in Human Resources
Managerial Experience.
Proficient computer skills in Microsoft Windows, Excel, database management and record keeping.
Effective oral and written communication.
Excellent interpersonal and coaching skills.
Evidence of the practice of a high level of confidentiality.

Essential Duties :
POLICY DEVELOPMENT AND DOCUMENTATION
The Human Resources Director will ensure that the program / regional staff are operating within Local, State and Federal regulations as well as adhering to all operational policies and procedures by :
1. Developing and revising company policies and procedures.
2. Ensuring policies are distributed and are accessible to all personnel.
3. Obtaining and filing quiz on company policies.
4. Ensuring hiring practices are in compliance with National labor laws.
HIRING AND EMPLOYEE ORIENTATION
The Human Resources Director will ensure that all hiring practices are followed and that personnel receive thorough orientation and training necessary to perform job duties by :
1. Ensuring there are an adequate number of personnel to :
a. Meet the established outcomes of the persons served.
b. Ensure safety of persons served.
c. Deal with unplanned absences of personnel.
d. Meet the performance expectations of the company.
2. With Program Directors, maintain a 30 / 60 / 90-day profile and staffing needs and conduct all necessary employee recruitment
3. Participating in the employee interview process for staffing agency candidates.
4. Oversight of reference checks.
5. Developing employment Acknowledgment Letters
6. Ensuring all employees have the required credentials (including licensure, CPR Certification, FSC approval, etc.) needed to perform job duties.
7. Obtaining criminal history background checks at designated intervals.
8. Obtaining Emergency Medical Information and updates annually
9. Ensuring that trainings and certifications are current prior to and during employment.
10. Reviewing company mission, core values and scope of service for job performance.
11. Reviewing company policies and procedures with each employee.
12. Reviewing documentation and record keeping requirements of the organization as appropriate to the job.
13. Reviewing Company Benefits Package with eligible employees.
14. Identifying and implementing specific training directly related to the job.
15. Identifying trends in personnel turnover.
16. Other duties as assigned.
ORGANIZATION DEVELOPMENT
The Human Resources Director will ensure that the company goals and company culture are continuously developed and maintained by :
1. Managing employee communication and feedback through company meetings, employee satisfaction surveys, employee focus groups and one-on-one meetings.
2. Identifying and monitoring the organizations culture so that it supports the attainment of the companys goals and promotes employee satisfaction.
3. Keeping the Executive Board informed of significant problems that may jeopardize the achievement of company goals and those that are not being addressed adequately at the management
4. Establishing and maintaining working relationships with universities and training institutions for the purpose of recruitment and internship placements
5. Establishing and maintaining working relationships with staffing companies in order to meet short and long-term staffing needs of all programs
6. Working with MECA Recruiter to develop recruitment plans and strategies to meet the short and long-term staffing needs of all programs with assistance / guidance from COO
COMPENSATION AND BENEFITS ADMINISTRATION
The Human Resources Director will ensure that company benefits packages are competitive and benefit both the company and the employee and will consult with the Executive Board regarding Compensation and wages by :
1. Researching and developing local markets and salary ranges.
2. Developing pay scales and promotion guidelines.
3. Researching, reviewing and / or revising benefits packages annually.
4. Acting as liaison to employees needing answers regarding MECAs benefits package.
5. Ensure that staff meet caseload and service requirement necessary to maintain eligibility for benefits
EMPLOYEE RELATIONS
The Human Resources Director will maintain positive employee relations within the company by :
1. Determining and recommending employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
2. Conducting investigations when employee complaints or concerns are brought forth.
3. Monitoring and advising managers and supervisors in the disciplinary process of the company.
4. Participating in the implementation of a performance improvement process with non-performing employees.
5. Reviewing and guiding recommendations for employee terminations.
6. Reviewing employee appeals through the company complaint procedure.
STAFF DEVELOPMENT AND TRAINING
The Human Resources Director will ensure that staff will be provided the necessary support, training, and guidance in their provision of services to the clients and consumers served by :
1. Reviewing employee professional development plans.
2. Providing the resources to personnel for learning and growth.
3. Assisting in the development of an in-house employee training system that addresses company training needs including the measurement of training impact.
4. Assisting program directors with the selection and contracting of external training programs and consultants.
PERFORMANCE MANAGEMENT
The Human Resources Director will ensure that all employees are following company policies and procedures are adequately performing job functions according to their job descriptions by :
1. Reviewing and / or updating job descriptions annually.
2. Developing promotion guidelines.
3. Posting job guidelines.
4. Ensure that annual and 6-month performance reviews are completed by each regional director and administrative supervisor.
