This position will provide general clerical assistance to the NRCS State Office in Richmond, Virginia, as described below, in coordination with other office support, not all inclusive:
- Perform duties in support of the Agency’s mission which may include, but not all inclusive, typing, data entry, scanning, photocopying, preparing mailings, preparing spreadsheets, assisting in mailroom, including sorting incoming mail and assisting with supply inventory
- Receive incoming phone calls for the agency and greeting visitors in a professional manner, taking detailed messages and/or referring callers and visitors to the appropriate section or staff. Act as the point of contact for internal and external customers.
- Prepare and draft correspondence, reports, bulletins for signature and approval by NRCS personnel
- Review materials prepared by NRCS staff for format and grammatical accuracy, including interpretative materials, technical reports, memorandums, advisory notices and technical notes
- Interact with the general public in an office setting. Will work directly with State Office personnel and NRCS Field/Area staff.
- Organize and maintain a wide range of files pertinent to the operation of the agency; maintaining the electronic and hard copy official files as required by NRCS guidance, including but not limited to office files, manuals, handbooks and reference library, etc.
- Schedule teleconferences for NRCS staff, as requested
- Coordinate, arrange and assist with meetings, to include scheduling conference rooms, video teleconferences and audio set up to prevent scheduling conflicts. The Contractor shall attend meetings upon request and record and report on the proceedings.
- Provide backup support to the other administrative and program assistants in scheduling leave and breaks
- Work with other program assistants to coordinate coverage of the front desk duties while away from the office
- This position shall have proficiency in various computer hardware and software applications to manage work items including Microsoft Excel, Word, Access, Outlook, Adobe Acrobat Professional, PowerPoint and agency specific web applications and computer programs associated with the efficient operation of NRCS; this list is not all inclusive
- Assist NRCS personnel with researching, creating, editing presentations in various digital and hard copy formats. Copy, print, and distribute to recipients as needed
- Assist with making travel arrangements and any associated transportation needs.
- The contractor shall demonstrate the use of appropriate language to communicate ideas in words and print based on the audience and situation.
- This position requires occasional operation of a Government Owned Vehicle (GOV). The clerk shall assist with vehicle maintenance coordination, to include taking a vehicle for service appointments such as oil changes, car wash, or minor repairs/maintenance.
- Use of the Agency Vehicle Management Tool (VMT) to checkout and return GOVs
- Assist Public Affairs, Programs, Management & Strategy and Water Resources in designing and issuing documents and products and in other tasks as needed
- Prepare AD-700’s to request necessary supplies
- Able to pass a Government Security Clearance
- Must maintain a state driver’s license and be willing to assist others in delivering vehicles to garages for repair and servicing.
- Experience: 0 to 1 years’ experience minimum
- High School degree or equivalent experience at 1.5 years’ experience per year of education.
- Contractors are required to complete the AgLearn or GSA Defensive Diving course prior to operating a GOV
- Ability to plan, organize and coordinate office activities
- Skill in operating computer hardware and software, phones, printers, copiers and other office machines to carry out day to day work
- Skill in performing duties of receptionist for an office, providing assistance to walk-ins, answering phones, directing calls, taking messages and announcing arrivals
- Ability and professional skills to respectfully and efficiently assist and communicate with internal and external executive and top management personnel
- Knowledge of policies and procedures governing correspondence management
- Skill in the use of Excel sufficiently to analyze information and produce reports
- Proficiency in the use of the Microsoft Office Suite
- Possess the ability to coordinate and efficiently accomplish multiple tasks
Physical Requirements
The physical demands described herein are representative of those which may need to be met by an employee to successfully perform the essential functions of the job. Employees must possess the ability to work in an office environment.
If required, employees must be able to operate a motor vehicle which may require sitting for prolonged periods of time to visit other company sites. Must have hearing and speech to communicate in person, before groups and over the telephone. Standing in work areas and walking between work areas may be required. This position may require an employee to bend, stoop, kneel, crouch, crawl, climb or balance, reach, push, and pull. The employee may also be required to lift and/or move up to 20 pounds.
