Job Description
The second level of the Human Services Support Series is responsible for supporting clients by identifying community services and resources and providing specialized information regarding clients' needs. Responsibilities may include providing information to participants; reviewing information and determining eligibility for public assistance programs; maintaining and coordinating the collection and maintenance of related files; identifying problems and providing solutions; investigations; attending court hearings; and establishing and enforcing child support orders.
Job Responsibilities
ESSENTIAL DUTIES:
Provides complex initial and ongoing case support to program participants by performing intake duties and interviewing participants, reviewing and verifying information to determine program eligibility on an ongoing basis, enforcing child support or related program orders, making referrals, conducting inspections and investigations, and ensuring compliance with applicable program, budgetary, and regulatory requirements and procedures.
Enters, updates, research, reviews, and compiles information to prepare and maintain fiscal, legal, and/or other reports, records, forms, case files, worklists, applications, claims, and other documentation; maintains databases and online systems; and ensures informational accuracy and compliance with applicable regulations, policies, and procedures.
Coordinates with internal and external staff, departments, and/or agencies to testify in court, document violations, identify and assist clients with resolving issues, locate missing parties, collect and document client information, transfer or refer client cases, negotiate settlements, ensure compliance with program or regulatory requirements, and/or facilitate related departmental operations.
Performs other duties of a similar nature or level.
Eligibility Worker may be responsible for:
- Developing and maintaining a comprehensive knowledge of policy and procedure for multiple public assistance programs to determine and maintain initial and ongoing eligibility for applicable social services programs.
- Educating clients on eligibility requirements, benefits, and other related services and resources.
- Monitoring program funds to ensure compliance with program and budgetary requirements.
- Serving as a resource to provide additional training and mentoring to other staff members as experience allows.
- Assisting non-eligibility staff with their understanding of multiple public assistance program requirements as needed to assist with their clients.
- Must be able to read/interpret federal tax returns, paystubs and deductions, burial contracts, legal (Attorney) documents, real estate, property insurance, medical premiums, medical invoices, retirement accounts, money market accounts, life insurance policies, annuities, special trusts and other financial documents for both initial eligibility and asset reviews.
- The authorization and approval of County Burials.
Education and/or Experience
TRAINING AND EXPERIENCE REQUIREMENTS:
High school diploma or G.E.D. and four years administrative support or related experience, or an equivalent combination of education and experience.
KNOWLEDGE REQUIREMENTS:
- Community resources.
- Applicable appraisal methods, principles and practices in assigned area of responsibility;
- Applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes;
- Legal documents including referrals and evaluations;
- Interviewing techniques;
- Customer service principles;
- Recordkeeping principles and practices;
- Report preparation techniques;
- Computers and related software applications;
- Customer service principles;
- Specialized equipment relevant to area of assignment;
- Modern office technology.
SKILL REQUIREMENTS:
- Interpreting and applying applicable Federal, State, and local laws, rules, and regulations.
- Reading and interpreting legal documents;
- Preparing reports including referrals and evaluations;
- Providing customer service;
- Conducting research for clients;
- Managing databases to document clients’ progress and status;
- Utilizing a computer and relevant software applications;
- Utilizing interpersonal and communication skills (verbal, written, active listening) as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction.
PHYSICAL REQUIREMENTS:
Positions in this class typically require reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
Incumbents may be exposed to environmental conditions, such as, challenging behaviors, imminent danger, and threatening environments; incumbents may also be expected to travel to external locations/organizations.
Additional Information
2025 Salary Information - GRADE LEVEL: UB23 STARTING SALARY: $25.25 / hour.
Full range for candidates with direct experience is $25.45 - $33.93
