Job Description

The Property Records, Taxation, and Elections Manager is responsible for maintaining official records for the County, administering the property tax system, administering elections and maintaining the statewide voter registration system, and ensuring compliance with applicable Federal, State, and local statutes, laws, policies, and procedures.

Job Responsibilities

ESSENTIAL DUTIES:

Maintain, update and process parcel ownership documents. Planning, administering and evaluating the processes, procedures, computer systems available to ensure compliance with applicable Federal, State, and local statutes, laws, policies, and procedures.

Administers Real Estate Property and Mobile Home tax system to include obtaining levy information, calculating tax capacity rates; computing property taxes for real and personal property; apply special assessments including ditch; and mailing statements in compliance with applicable Federal, State and local statutes, laws, policies and procedures. Coordinate with county, township, city and school officials to provide for tax levy, assemble and issue payment of tax settlements; process delinquent tax notices, publications, tax forfeiture, maintain ditch permanent records and financial reporting in compliance with applicable statutes and procedures.

Election Management and Administration. Administer elections while maintaining statewide voter registration and election reporting systems; to include obtaining affidavits of candidacy, training judges, preparing ballots, testing voting machines and related equipment, delivering and recovering election supplies, administering absentee voting; serves as the chief registrar of voters and custodian of voter registration records for the county. Collect election results, produce abstracts, coordinate canvas board and recount processes.

Coordinate department operations related to recording permanent public records detailing transactions involving real estate, tax liens, mortgages, and releases; plan for record management systems, updates and schedules; and supply methods to retrieve records when requested.

Research and analyze information to prepare and maintain reports, records, files, audits, and other documentation; respond to inquiries and information requests; ensure information accuracy and compliance with all regulations, policies, statutes, and procedures.

Assist with passport applications and perform duties as an acceptance agent including verifying applicant photograph, identification documents, fees submitted and ensure form is complete; oversee secure storage, completed transmittal forms and prompt mailing; follow-up on traceable mail delivery documentation, annual renewal for site and proper record retention as outlined by U.S. Passport Guide.

Perform accounting functions necessary to the operational duties as assigned for preparation of vouchers, purchase orders, receipts, deposits and planning annual department budgets. Prepare annual audit reports for state agencies, county, cities, schools, townships, watershed and their audit teams.

Issue and coordinate license approval for retail sale of beer, liquor, tobacco, precious metals, auctioneer and transient merchants.

Complete all duties set in statute with reference to the County Auditor and the County Recorder/registrar of titles not specifically detailed in previously listed essential duties.

Performs other duties of a similar nature or level.



Education and/or Experience

TRAINING AND EXPERIENCE REQUIREMENTS:

Bachelor's degree in a related field and five years related experience, or an equivalent combination of education and experience.


KNOWLEDGE REQUIREMENTS:

  • Accounting and audit principles and procedures;
  • Property tax preparation and analysis principles and practices;
  • Elections and voter systems;
  • Recordkeeping principles and procedures;
  • Report preparation and presentation principles;
  • Researching, analyzing, preparing and auditing technical and complex information;
  • Budget principles;
  • Understand applicable federal, state and local laws, codes and regulations;
  • Customer service principles;
  • Specialized equipment relevant to area of assignment.
  • Modern office technology.

SKILL REQUIREMENTS:

  • Providing customer service and responding to information requests;
  • Utilizing a computer and relevant software applications;
  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction.


PHYSICAL REQUIREMENTS:

Positions in this class typically require reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.

2025 Salary Information: GRADE LEVEL: 0C52 - SALARY RANGE: $78,000-$104,832
