ESSENTIAL FUNCTIONS: 

Policy Analysis and Strategic Planning: Lead the development and implementation of policy frameworks and strategic plans to support NNSA’s nuclear incident response objectives, including the integration of enterprise-level priorities for NA-80/-84 programs such as Global Security (GS) Recapitalization, the Joint Technical Operations Team, Accident Response Group, and Render Safe Stabilization Operations. Leverage expertise in nuclear security and infrastructure to guide senior leadership decisions.

Strategic Communications: Deliver high-impact communications products, including briefings, reports, and data visualizations, to internal stakeholders (NNSA programs, Management & Operating partners) and external audiences (Congress, Office of Management and Budget, public). Enhance cross-organizational collaboration through compelling messaging and stakeholder engagement strategies.

Budgetary Planning and Execution: Provide expert support for the Planning, Programming, Budgeting, & Execution (PPBE) process, including budget analysis, resource allocation, and financial forecasting for NA-80/-84 programs. Develop data-driven legislative proposals and manage budgetary priorities to align with NNSA’s mission needs.

Infrastructure Team Support: Drive infrastructure planning and modernization efforts for NA-80/-84 facilities across the NNSA complex and DOE Office of Science laboratories. Coordinate facility needs, support asset management initiatives, and integrate infrastructure strategies with operational requirements to ensure mission readiness.

Cross-Organizational Collaboration: Foster trusted relationships with interagency partners and NNSA stakeholders to align policy, infrastructure, and operational objectives. Lead quick-turn, team-based actions to address emerging priorities.

Additional Duties: Provide direct support to NA-80 Director for Program Execution and Infrastructure as part of NA-84 front office efforts, including budgetary planning, programming, and execution support. All other duties as assigned.

MINIMUM QUALIFICATIONS: 

  • Minimum 10 years of professional experience in nuclear security, infrastructure planning, or policy analysis, with at least 5 years focused on radiological and nuclear response programs within a federal or government contractor environment.
  • Demonstrated expertise in developing strategic plans, specific to NNSA’s mission space, with a focus on balancing near-term operational needs and long-term modernization.
  • At least 7 years of experience in strategic communications, including delivering technical written products/briefings to senior leaders, Congressional outreach, and creating data-driven visualizations (e.g., Tableau dashboards).

SKILLS AND COMPETENCIES:

  • Proven leadership in program management, staff oversight, and team-building within high-stakes, fast-paced environments.
  • Exceptional writing and editing skills for creating policy documents, legislative proposals, and stakeholder reports.
  • Advanced proficiency in Microsoft Office Suite (PowerPoint, Excel, Word) and data visualization tools (e.g., Tableau). Familiarity with virtual platforms.
  • Strong analytical and research skills, with experience in budget analysis and financial forecasting.
  • Ability to articulate complex issues clearly in both oral and written forms for diverse audiences.
  • Independent self-starter with excellent organizational skills and the ability to multitask in dynamic settings.
  • Collaborative team player with strong interpersonal skills and a mature approach to client interactions.
  • Comfortable working with technical experts in security, emergency operations, and infrastructure disciplines.

CLEARANCE & TRAVEL:

  • Must possess a valid Top-Secret security clearance with eligibility to obtain a DOE “Q” clearance within 30 days of employment.
  • U.S. citizenship and a valid U.S. passport are required.
  • Willingness to travel domestically

PREFERRED QUALIFICATIONS: 

  • Direct experience working with NNSA’s Office of Infrastructure (NA-90), with NA-80/Nuclear Incident Response (NA-84) programs.
  • Leadership in cross-organizational initiatives involving interagency partners on radiological/nuclear response or infrastructure modernization.

LOCATION:

Washington D.C. National Capitol Area or Remote w/ limited to moderate travel required
