What are the responsibilities and job description for the Public Housing Manager position at Melrose Housing Authority?
The State Public Housing Coordinator will be responsible for the professional administration of all properties which include 667, 705, and 689 programs consisting of 322 units of State elderly/disabled and Family housing. In addition, the State Public Housing Coordinator will be responsible for conducting and completing annual re-certifications and interims, ensuring files comply with HUD and EOHLC regulations, serving as the liaison between maintenance and residents, creating work orders, performing unit inspections, and the administration of the CHAMP program, applications, and showing units to prospective residents.
PRIMARY DUTIES AND RESPONSIBILITIES
Responsible to Administer the CHAMP online waiting system to ensure applicants are ready to occupy MHA units. This includes pulling lists of applicants to ensure that there are adequate pools of verified applicants ready for unit offers to meet MHA goals for vacant unit turnover. Responsible for final determination of all applicant eligibility and priority status.
Responsible to schedule and complete timely annual recertification of income for residents and ensuring all required verification forms and supporting documentation are obtained.
Coordinates with the MHA Financial Administrator to monitor collection of rents, maintenance charges, and legal fees. Also monitors tenant accounts receivable balances.
Assists Director of Maintenance in monitoring all buildings, grounds, and common areas for cleanliness and general maintenance. Assists Maintenance personnel in the inspections of apartments.
Responsible for the preparation of eviction notices. Attend court when necessary.
Coordinates with Executive Director as necessary on proposed changes to policies and procedures.
Prepare standard monthly reports on operating statistics as well as special reports upon request.
Prepares leases and other documents for the lease up process.
Data entry in DHCD HAFIS system for required reporting including vacancy and LHA data reporting.
Periodically meets with residents and attend monthly MHA Board Meetings.
Maintain Applicant/Resident files in neat and organized order.
Supports internal and external audit processes, quality control and file reviews for program compliance with mandated state regulations.
Other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Ability to follow established procedures. Proficiency with Microsoft software programs and the ability to learn the PHA-Web software program. General Knowledge of maintenance principles and building systems. Ability to interpret leases and other legal documents and work with constables and attorneys in executing lease termination proceedings. Ability to maintain confidential information and follow established security guidelines for resident files. Ability to maintain effective communications with staff and residents. Ability to prepare clear and concise reports as required. Ability to multi-task. Ability to remain focused and organized in a busy work environment. Ability to maintain required work and workstation in neat and organized manner. Ability to work with low-income, culturally diverse individuals and families.
Requires a valid Massachusetts Driver’s license and regular use of own vehicle.
Supervision Received:
General supervision by Executive Director with responsibility for acting independently in completion of duties. Also coordinates with The Director of Maintenance and proper Administrative Staff.
