Function:
Under the direct supervision of the VP of Contracts, the Director of Contracts is responsible for the growth and overall operations of federal, state, and commercial contracts ensuring alignment of all systems and processes in support of Memphis Goodwill Industries’ goals and Strategic Plan. Primary responsibilities include supporting the procurement of new contracts, compliance, administration, and oversight of new and existing operations of the Contracts Division. This position will embrace the Values, Culture, Mission, and Vision of Memphis Goodwill Industries.
Essential Duties and Responsibilities
- Demonstrates Memphis Goodwill Industries Amazing Customer Experience, Culture, Values, Mission, and Vision in all actions.
- Supports and assists VP of Contracts in hiring of team members needed to support established business goals and objectives.
- Develops, implements, and maintains training programs for all lines of business to ensure understanding and compliance of Contracts division performance work statements.
- Remains up to date with developments or changes to the performance work statement and/or new contracts; ensures information is communicated effectively to all team members.
- Prepare and develops business contracts proposals, attends bidders’ conferences, assists in negotiation efforts of federal, state, and commercial contracts, and ensures completeness and accuracy of administration related to awarded contracts.
- Responsible for compiling data to prepare pricing estimates per requirements of various scopes of work from differing business lines.
- Solicits oral, written, and electronic quotations and proposals from qualified vendors.
- Reviews, prepares, and provides supporting documentation to process contract modifications and delivery orders.
- Works independently and makes day-to-day decisions.
- Contributes to the development and management of said plans, and inspects contract performance and compliance. Reports and makes recommendations of improvements/corrections to the VP of Contracts.
- Monitor and ensure that the regulatory requirement of 75% or above direct labor ratio is maintained by agency.
- Supports and assists PMs with resolving quality and productivity issues associated with all lines of business.
- Responds to customer concerns; documents how concerns are addressed; initiates process to prevent recurrence.
- Monitors contract division supply and equipment use to ensure expenditures are within budget constraints.
- Monitors and tracks monthly invoices to ensure timely payments are received through all channels.
- Support the creation of employment opportunities for individuals who are blind or have significate disabilities.
- Maintains an effective contract filing system for the division.
- Perform other job-related tasks as assigned.
Qualifications
- Obtain and maintain the required secret security clearance.
- Read and interpret complex documents, contracts, information, requirements, etc.
- Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Research from various sources (including internet); gather and analyze data as it relates to Contract Statements of Work, training requirements, compliance guidelines, etc.
- Interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Perform basic mathematical calculations, including addition, subtraction; multiplication; division in all units of measure, including whole numbers, common fractions, and decimals.
- Multi-task effectively; set priorities; be able to adjust to frequent changes, delays or unexpected events; be flexible and/or adaptable as work requirements change.
- Meet deadlines; be self-directed and able to work autonomously/independently as needed.
- Thrive in a dynamic, fast-moving environment.

- Work a flexible schedule, including nights and weekends, and be able to travel to multiple site locations across business region.
- Proven record of experience, high achievement, and success in the fields of Training and Development.

Education and Experience
- Bachelor’s or other four (4) year degree from accredited college/university preferred with emphasis in Business, Business Administration, or a related field.
- Experience working in sales is a plus.
- Experience in leading a team is a plus.
Physical Demands
- While performing the duties of this job, the team member is occasionally required to sit; stoop, kneel, crouch, or crawl; and talk or hear. The team member must occasionally lift up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
