Summary of Job
The Project Engineer shall be responsible for assisting the Electric Manager, GIS Specialist, Distribution Technician, Metering Department and Engineering Manager.
This is a management position responsible for assisting in the design, implementation, and maintenance of technical projects of the water, electric and telecommunications utility. General responsibilities include, but are not limited to engineering, electric and water metering, special projects as assigned by the Engineering Manager, organizing maintenance activities involved in the substations and electric distribution, supervising contractor activities, GIS / CAD mapping, construction standards.
Other responsibilities under the direction of the Engineering Manager include assisting with the development of the department budgets; strategic planning; capital replacement plan; and providing other support services as required. It also includes participation in Commission meetings, keeping current in areas of responsibility by attending workshops, seminars, reviewing professional journals and reports, keeping up to date on new trends, methods, and technology in related areas.
Essential Duties and Responsibilities
Assists the GIS Specialist with software upgrades, data entry, electric & water modeling.
Lays out overhead and underground construction and repair projects in appropriate work order format.
Assists with staking projects in the field for crews and contracts.
Prepares project and customer estimates.
Performs field surveys, reviews field reports for completed jobs, reviews material issue and return to stores records, and analyzes sheets for unit added to plant and units retired.
Coordinates projects with others to facilitate switching and other operation concerns.
Locates underground electric facilities as needed, and prepares and maintains necessary electric system records and reports.
Assists the Metering Department with metering issues such as programming, register reads, communications, data transfer to CIS.
Performs fault analysis of Electric Distribution.
Perform overhead and underground inspections.
Perform pole and location inventories.
Integration of many data bases with GIS software.
Develop and maintain utility construction standards.
Perform pole and line stress analysis.
Engineer and manage substation projects.
Supervise routine testing of substation equipment. Substation work including trouble shooting, relay schemes, preventive & predictive maintenance reports and associated documentation.
SCADA development, maintenance, upgrade and trouble shooting.
Transformer sizing and specifications.
Perform load flow analysis of electric distribution system. Perform Arc flash hazard analysis and apply appropriate PPE.
Fuse coordination and sizing.
Fosters a positive working environment conducive to TEAMWORK and QUALITY programs.
Prepares and conducts periodic staff and departmental meetings and training programs.
Performs related work, as required.
Qualifications
Thorough knowledge of the principles involved in electric distribution, communications, water, and business that applies to a municipal electric and water utility.
Knowledge of computers, servers, networking, network security and software applications including Microsoft Word, Excel, Access, Milsoft Products, ESRI GIS, Bently Micro Station CAD software, Autodesk CAD software.
Knowledge of single phase and poly phase metering with associated instrumentation.
Knowledge of Wisconsin and National Electric Codes, National Electrical Safety Codes, NFPA, and NFPA 70E.
Knowledge of relational data bases and structures.
Knowledge of protective relaying practices for distribution feeders, transformer protection, bus differential, communication trip scheme, backup relaying schemes, under frequency protection, grounding and coordination engineering and practices.
Knowledge of electrical testing equipment and procedures used in the electric utility industry.
Knowledge of the interpolation of test data from electrical testing.
Requires the ability to establish and maintain effective working relationships with managers, contractors, consultants, developers, AWWA, MEUW, WPPI Energy, ATC, and the general public.
Assists in providing quality customer service, and TEAM oriented.
Ability to effectively supervise and work with others in a team oriented manner conducive to achieving high performance and morale.
Demonstrated ability to effectively have complex technical communication, both orally and written, to staff, other employees, the Utility Commission, and the public.
Must possess and maintain a valid State of Wisconsin Drivers License

- Experience in department administrative functions, budgeting, strategic planning. Attend business / accounting schooling or equivalent training.
- Continuous education requirement including management certification or management schooling or equivalent training. Cross training with others to gain a better understanding of the department and organization as part of an effort of workforce planning for coverage and potential succession plan.
Job Knowledge, Skills and Abilities
Bachelor's degree in Electrical Engineering from a college or university of recognized standing with additional studies in power systems is desired. For Technician II and III additional education and experience required.
