Please Note: This class specification has the potential to be utilized for positions in both Public Health and Behavioral Health and Recovery Services. This recruitment is being established to fill a vacancy in the Public Health Department. 

Duties may include, but are not limited to the following:

For Public Health:
  • Plan, assign, evaluate and direct the work of staff in public health programs including communicable disease, tuberculosis, venereal disease, school health services and California Children Services and Child Health Disability Prevention Programs.

  • Oversees investigations and interviews with parents to assess and screen at-risk individuals.

  • May oversee crisis assistance and participate in patient meetings for "special needs" children.

  • Schedules times and staffing for immunization, STD, TB, and HIV Testing clinics performing physical assessments, examinations and assisting physicians with immunizations.

  • Provides outreach and education by giving presentations and teaching classes to the
    public.

  • Provide orientation and training to community providers to assure adherence to quality standards.

  • Participate in an advisory capacity in local service organizations.

  • May develop in-service programs for care providers, provide Targeted Case Management services, and engage in outreach and other activities to enhance services to Medi-Cal beneficiaries.

For BHRS:
  • Perform a broad range of supervisory and administrative duties related to assigned programs.

  • Plan, assign, evaluate and direct the work of nursing staff in behavioral health and recovery services programs, including inpatient psychiatric services as well as outpatient and telehealth services in accordance with current rules, regulations, and guidelines that govern inpatient facilities and outpatient clinics.

  • Develop, evaluate and monitor policies and procedures related to all nursing functions within the Department.

  • Plans, schedules, assigns, evaluates and directs the work of nursing staff in the Department.

  • Advises staff of the interpretation and application or program and departmental policies as well as State laws and regulations.

  • Ensures compliance of Department nursing staff.
Experience: Three (3) years of community health nursing experience, one (1) year of which must have included experience in a program leadership capacity (Possession of a Master's of Public Health degree from a program accredited by the American Public Health Association, or a Master's degree in Nursing, or a closely related field may be substituted for one (1) year of the required experience.

Education: Equivalent to graduation from college with a degree in nursing.

License: Possession of a valid California Registered Nurse license, and for the County Public Health Department, possession of a valid California Public Health Nurse Certificate issued by the State of California Board of Registered Nursing is required.

OR

Experience: Four (4) years of outpatient-oriented nursing experience with one (1) year in a lead or supervisory capacity. Possession of a Masters degree in Nursing or a closely related field may be substituted for one (1) year of the required experience.

Education: Equivalent to graduation from college with a degree in nursing or a closely related field.

License: Possession of a valid California Registered Nurse License. For the County Public Health Department, possession of a valid California Public Health Nurse Certificate issued by the State of California Board of Registered Nursing is required.

For BHRS:
Experience: Three (3) years of mental health nursing experience, one (1) year of which must have included experience in a program leadership or lead capacity.

Education: Equivalent to graduation from college with a degree in nursing.

License: Possession of a valid California Registered Nurse license.

Possess a valid California driver's license at time of appointment and maintain.

  • Operate a personal computer and other modern office equipment.

  • Teach classes, make presentations, and represent the County with the community and other agencies.

  • Analyze data, interpret policies, procedures and regulations, and develop appropriate conclusions.

  • Meet deadlines under stressful conditions; complete multiple priority projects with conflicting deadlines.

  • Resolve conflicts and respond appropriately to staff complaints, disputes and grievances.

  • Maintain confidential information in accordance with legal standards and/or County regulations.

  • Train, evaluate and supervise assigned staff; establish, implement and achieve goals and objectives.

  • Frequent use of depth perception, peripheral vision and color perception.

  • Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.

  • Kneel, bend, twist, squat, balance and crawl; occasionally lift and carry up to 40 pounds.

  • Frequent use of hand-eye coordination; repetitive hand and arm motion; frequent holding and grasping.

  • Frequent public contact; exposure to emergency situations; occasional exposure to hazards.

  • Regular attendance is an essential function.

Knowledge of:

For Public Health:
  • Principles of public health nursing and health education; public health issues and problems.

  • Federal, State and local laws governing the provision of public health services.

  • Causes, means of transmission, and method of control of communicable diseases.

  • Means of conserving child and maternal health including the care of special needs children.

  • Sociological and cultural differences; community resources and demographics.

  • Quality improvement policies and procedures.

  • Fiscal planning and control.

  • Regulations and licensing requirements.

For BHRS:
  • Principles and practices of nursing functions and duties in mental health, medical health care services, fiscal, personnel, and program management.

  • Principles, methods and procedures of general and mental health nursing, including federal, State, and local laws governing the provision of mental health nursing in both inpatient facilities and outpatient clinics.

  • Budget development and fiscal planning and control in relation to nursing staff.

  • Principles of supervision, training, and staff evaluation.

  • Regulation and licensing requirement.

  • Quality improvement policies and procedures.

Ability to: 
  • Plan, organize, supervise and evaluate the work of professional nursing and public health or behavioral health staff.

  • Develop, analyze and interpret program data.

  • Utilize local resources for assigned programs; educate and work with patients and their families.

  • Communicate effectively orally and in writing; follow oral and written instructions.

  • Assess the physical conditions of patients; Draw blood samples.

  • Detect health problems and assist in intervention to promote optimal health care.

Salary : $100,339 - $122,034
