Position Information

Under direction to plan, organize, direct and supervise the work of an assigned unit performing client services which may include case management, initial and continuing eligibility for public assistance, development and implementation of service plans for employment and family self sufficiency. Participates in the training and development of personnel, develops community resources for employment and educational placements; performs related work as required.

The Family Services Supervisor class has responsibility for planning, organizing, directing and supervising a unit of Employment & Training Workers or Family Services Representatives assigned to perform a broad range of case management and record keeping, including warrants, notices of action and correspondence generation for benefits. They also have responsibility for assisting with the development and utilization of automated systems with respect to case management and records. Incumbents have responsibility for reviewing and interpreting legislation, Welfare and Institutions Codes under Section 17000 and developing and writing the General Assistance regulations to comply with law and County policy.

Examples of Duties

Duties may include, but are not limited to, the following :

  • Plans, assigns, supervises and evaluates the work of a unit of Employment and Training Workers or Family Services Representatives engaged in intake of public assistance cases, on-going case management activities, authorization of approval or denial notices, employability and educational evaluations, assessments and reassessments, job placement and related functions.
  • Conducts individual conferences and group in-service meetings to discuss or interpret case status, case problems, automated system changes or problems, and changes in State and Department rules, regulations, directives, and policies.
  • Assists in developing integrated approaches to service delivery with respect to public assistance and employment programs, customer service standards, self sufficiency objectives and staff development.
  • Recommends or initiates personnel actions such as promotions, transfers, discharges, and disciplinary measures.
  • Provides and / or insures in-service training and staff development to enhance skills of staff.
  • Assists staff with identifying problems requiring referral to social services, employment services or to outside agencies and community resources.
  • Insures the proper application of computer file match information by staff.
  • Participates in planning, developing and evaluating policies, procedures and resource allocations and writing regulations.
  • Interprets and applies rules, regulations, laws, directives, departmental policies and procedures to staff, clients, and the public, and recommends revisions.
  • Address concerned public groups to provide information on existing, new, or revised programs and systems.

  • Automated information control systems utilized within California county social services departments.
  • Welfare and Institutions Codes for 17000 series.
  • Ability to :

  • Analyze case problems, evaluate the effectiveness of staff efforts, and provide consultation to staff in solving problems.
  • Explain laws and rules to staff, clients and the public.
  • Provide counseling to identify and remove both employment and social barriers.
  • Understand the principles of operating a complex interactive automated system and peripheral equipment.
  • Communicate effectively both orally and in writing in standard English.
  • Establish and maintain cooperative working relationships with those contacted during the course of work. Exercise tact when dealing with others.
  • Effectively represent CalWORKs programs in contacts with the public, service providers, community organizations, and other government agencies.
  • Prepare and maintain accurate, clear, concise, and orderly reports, statistics and chronological records and perform special projects.
  • Organize work schedules and budget time efficiently.
  • Understand and accept the difference in human behavior resulting from diverse socioeconomic and cultural backgrounds and / or various forms of deprivation.
  • Interpret the application of Welfare and Institutions Code to program regulations.
  • ESSENTIAL FUNCTIONS

  • Operate a personal computer and other modern office equipment, including repetitive hand and arm motions.
  • Frequent use of hand-eye coordination.
  • May be required to sit for long periods.
  • Communicate effectively with others in person and over the telephone.
  • Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reports.
  • Meet deadlines under stressful conditions.
  • Resolve conflicts and respond appropriately to complaints.
  • Complete multiple priority projects with conflicting deadlines.
  • Maintain confidential information in accordance with legal standards and / or County regulations.
  • Train, evaluate and supervise staff.
  • Development and revision of the General Assistance regulation manual.
  • Regular attendance is an essential function.
  • Minimum Qualifications

    Experience : Two (2) years of full-time advanced journey level experience as a Family Services Representative III.

    Experience : Three (3) years of full-time journey level experience as a Family Services Representative II.

    Experience : Three (3) years of full-time journey level experience spent determining eligibility for public assistance, preferably in an automated environment.

    Experience : Three (3) years of progressively responsible work experience performing a variety of employment and training services for a community organization, or public agency, preferably including experience in a lead or supervisory position.

    Experience : One (1) year of experience comparable to that of an Employment and Training Worker III with Merced County.

    Education : Completion of 15 semester or 22 quarter college units in career planning, vocational guidance, principles of personality development, occupational testing and measurement, and counseling preparation. (Six (6) months of additional work experience, as described above, may be substituted for the required education.)

    TRAINING & EXPERIENCE EXAMINATION - WEIGHTED 100%

    The Training & Experience Examination is designed to elicit a range of specific information regarding each candidate's knowledge, skill, abilities, and potential to effectively perform the duties relative to the classification. Responses to the questionnaire will be assessed based on pre-determined rating criteria. All applicants must complete the entire examination to receive a score. In order to obtain a position on the eligible list, candidates must receive a minimum rating of 70% on the examination.

    Examination administration and processing time is approximately two weeks after the closing date of the job bulletin.

    ELIGIBLE LIST INFORMATION

    A departmental open eligible list will be established for the county of Merced. The list will be utilized for 12 months after it is established unless the needs of the service and conditions of the list warrant a change in this period.

    RETEST PERIOD

    Once you have taken the examination, you may not retest for SIX (6) MONTHS from the established eligibility date.

A medical examination may be required. As part of the hiring process, a background investigation may be required.

    Some positions in this classification may require possession of a California driver's license. Employees who drive on County business to carry out job-related duties must possess a valid California driver's license for the class of vehicle driven and meet automobile insurability requirements of the County.
