JOB SUMMARY:
The Civil LES is a very specialized assignment, tasked with understanding the complexities of Colorado Civil Process. Interacts with members of the public, via in person, phone, and through email, ascertaining required information to assist in successful civil process service. Demonstrates a high level of customer service, answering civil process questions and/or directing customers to appropriate resources. Maintains a work ethic to ensure accuracy, timeliness, and organization. Has a basic understanding of accounting principles. Ability to utilize common computer systems and willingness to learn new operating systems.
ESSENTIAL JOB FUNCTIONS:

Job Duties:
1) Provide customer service to the public and receive all civil papers. Review all paperwork for accuracy and verify all necessary court documents have been submitted for the type of service requested. Enter all paperwork into the civil process records management system and generate a worksheet for the Process Server.
2) Tabulate appropriate cost and fees per service. Maintain all accounts in the civil process records management system.
3) Generate a return of service for served processes and forward the return to the proper court.
4) Meet with citizens at the Civil Counter and answers any question pertaining to service of orders, writs and subpoenas; as well as serving papers that need to be served.
5) Schedule all evictions using Civil Unit Google Calendar.
6) Answers all calls coming directly into the Civil Unit or that have been transferred in from another line that pertains to service of civil papers.
7) Assist with all Sheriff’s sales and repossessions (as assigned).
8) Process all civil billing for the District Attorney’s Office and Social Services. Complete monthly billing, shortly after the 1st of each month.
9) Prepare the end of month reports on processes received, served, returned unserved and total money received for processes.
10) Handle all incoming mail, insuring it is forwarded to the proper division or individuals.
11) Understands and is able to serve civil processes at the front counter and in the Detention Facility.
12) Performs other related duties as assigned.
Training
1) Must work with experienced Civil-Law Enforcement Specialists to gain thorough understanding of civil process.
2) Must complete NCIC/CCIC training.
3) Must complete Notary Public training.
4) Will attend any Civil Process training offered. At a minimum will attend Civil Roundtable training within the State of Colorado when offered.
Miscellaneous
1) Ability to operate with a minimum of supervision.
2) Perform additional, related duties as assigned by a supervisor.
3) Provide notary public services to the public and/or internal employees and other law
enforcement personnel.
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
High school diploma or equivalent Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.
Licenses and Certifications:
CBI/CCIC/NCIC Certification (must be obtained after hire)
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:
This position requires standing, stooping, sitting, bending and twisting, and lifting up to 25 pounds.
The employee may come into contact with members of the general public who are upset or under the influence of drugs or alcohol.

Recruiting and Hiring Incentives
In an effort to attract the most qualified candidates, the following financial incentives may be used for individuals with specific experience, skills, or education:
- Fluent in both English and Spanish at the time of hire - $5,000.00 bonus (Effective 8/22/2018 – Will use Workforce Center test – Call Center Spanish-English Bilingual (Audio) Need 80% or higher to receive the bonus.
- Associates Degree or 60 credit hours from an accredited college - $3,000.00 bonus
- Bachelors Degree from accredited college - $5000,00 bonus
- Masters Degree from accredited college - $7000.00 bonus
- Active duty military service of 2 or more years - $4000.00 bonus
- 2-3 years of related work experience – applicant will be hired at Step 2 of the pay range as described in the Pay Plan Policy 1034.
- Three or more years of related work experience - applicant will be hired at Step 3 of the pay range as described in the Pay Plan Policy 1034.
Part-time Employees .5 FTE will be eligible for the incentives at 50% of the amount of bonus and paid in the same way full time employees receive them.
Only one bonus will be awarded per applicant; however, applicant may qualify for the step increase for experience and one bonus level.
All bonuses will be paid in two parts:
- 50% of bonus paid upon completion of the field-training program.
- Remaining 50% paid upon completion of the first full year of employment.
Current employees may also be awarded a one-time $500.00 bonus for recruiting an applicant upon the referred applicant's completion of the field-training program. Pay period when cleared. Paid from Division the person they recruited was hired for.
