JOB SUMMARY:
The Support Services Technician provides professional frontline customer service, technical assistance, research, education, and information regarding the Mesa County Building Codes, Land Development Codes and On-site Waste Treatment System (OWTS) Regulations. Provides administrative support to Code Compliance Services through data entry and reporting.ESSENTIAL JOB FUNCTIONS:

General:
Acts as primary point of contact for all Community Development customers, contractors and other County employees/ departments.
Assists in answering phone calls and directing caller to the correct employee or department.
Develops a working knowledge of Planning, Building and OWTS processes and paperwork necessary to appropriately respond to inquiries.
Provides necessary forms/applications. Direct customers to other staff members and/or departments as needed while maintaining an emphasis on improving the customer's interaction with Mesa County.
Properly archives new and historical documents by scanning, filing and archiving in accordance to County retention policy.
Ensures accurate information is relayed to other team members or departments when necessary.
Maintains work areas in a clean and orderly manner, and maintains professional demeanor, appearance and attitude.
Ability to prioritize, coordinate, and manage various work assignments.
Ability to accurately reconcile cash, check, and credit card transactions for daily deposit.
Processes all incoming mail with date stamp and delivery to correct employee.
Pursues education and training sufficient to perform and advance job duties.
Oral and written communications must be clear and effective. Inquiries and replies must be addressed with in a timely (same day) manner.
Maintains a more in-depth knowledge of Planning, Building and OWTS Codes, Colorado statutes and other relevant professional standards to appropriately respond to inquiries and perform additional duties as defined for each division.
Pursues education and training sufficient to perform job duties including acquiring and maintaining professional certification as required.
Responds to Colorado Open Records requests as assigned by Support Services Manager.
Performs other related duties as assigned.
Building:
Intakes new permits and accurately inputs information in current Community Development software. Confirms all necessary documents are included; accurately scans and attaches for review process.
Issues approved permits, accepts appropriate payment and provides a receipt, the Permit and Inspection Card to the customer.
Releases Certificates of Non-compliance and records appropriate document with Mesa County Clerk & Recorder.
Directs contractors on requirements for City of Grand Junction Contractor’s Licensing Program; disperse and collect appropriate paperwork and answer questions as necessary.
Assists with the City of Grand Junction contractor licensing program; communicates licensing procedures to the general public; accepts applications and verifies completeness of submissions based on licensing type; issues new and renewal licenses, collecting necessary documents to complete process requirements; properly maintains database.
Responds in an appropriate manner to written communication via email or postal mail regarding Building Codes cycles, organizational policies, or procedures.
Prepares expired permit letters and Certificates of Non-Compliance as scheduled.
Planning:
Utilizes and interprets ArcMap, Assessor’s website and recorded legal documents to answer questions regarding zoning and setbacks for individual properties.
Accepts and determines completeness of Residential Site Plans.
Accurately enters Residential Site Plan applications into current Community Development database. Ensure all necessary documents are accurately scanned and attached to project for review process.
Releases Residential Site Plans; accepts appropriate payment and provides a receipt and copies of Residential Site Plan to the customer.
Provides accurate Planning and Development information and technical research to the public. Conducts property research, including zoning history, size, dimensions, future land use, and property ownership.
Ability to interpret maps and/or recorded plats/site plans to guide customers through necessary processes.
As assigned:
Reviews Residential Site Plans Applications for conformance with applicable Codes and Regulations. Approves or Denies based off of research done.
Ensures project notice signs are prepared and acknowledgement forms are attached.
OWTS:
Retrieve existing septic information from current database.
Identifies applicable system setbacks for given project.
Provides necessary forms/ applications for the customer’s project.
Takes in completed Clearance and System applications, ensuring all required documents are included and meet necessary standards. Enter all information and documentation into the current Community Development permitting software. Ensures all necessary documents are accurately scanned and attached for review process.
Releases approved OWTS Clearances and Permits, accepting appropriate payment and providing a receipt to the customer.
Provides accurate information regarding OWTS compliance, questions and inquiries; provides clear and concise verbal and written communication concerning all aspects of OWTS regulations.
As assigned:
Processes and reviews clearances and line only permits for approval or denial.
Code Compliance:
Interacts with the public in a professional, courteous manner; listens respectfully to requests and complaints.
Provides accurate information and direction to customer inquiries and complaints.
As assigned:
Enters Land Development Code complaints and attaches necessary documentation to assist Code Compliance officers in determining type and degree of complaint.
Generates weekly report for Code Compliance officers to assist with case follow up.
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
High School or equivalent and two (2) years of progressive work experience.
Or any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.
Certifications to be obtained within 2 years of employment or job placement:
Mesa County Support Services Technician test.
ICC Permit Technician CertificationPHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:
Work is generally confined to a standard office environment.
