Program Analyst

Job Description

Metrics LLC is seeking a skilled and experienced Program Analyst as we compete for a contract in support of a transformative initiative for the Department of Veterans Affairs (VA) Office of Acquisition and Logistics (OAL). This remote role will play a critical role in supporting modernization and transformation initiatives, driving change management strategies, and enhancing communication efforts within the VA acquisition community.

Responsibilities:

• Provide analytical support for modernization and transformation efforts within VA’s acquisition and logistics operations.
• Support change management initiatives by developing strategies, frameworks, and performance metrics to improve operational efficiency.
• Assist in the development and execution of a communications strategy that ensures effective stakeholder engagement across VA offices.
• Conduct data analysis to assess the impact of policy and process changes, providing recommendations for continuous improvement.
• Collaborate with internal and external stakeholders to ensure alignment of acquisition and business processes with VA’s strategic objectives.
• Prepare executive-level reports, briefings, and presentations to communicate findings and recommendations.
• Ensure compliance with federal regulations, VA policies, and industry best practices.
  
  

Requirements:

• Bachelor’s degree in business, public administration, communications, or a related field.
• Minimum of 5 years of experience in program analysis, acquisition management, or a related field.
• Experience supporting modernization and transformation initiatives, particularly within a federal agency.
• Familiarity with change management principles, including organizational transition planning and stakeholder engagement.
• Strong knowledge of communications strategy, including executive-level reporting and outreach efforts.
• Proficiency in Microsoft Office 365 (Excel, PowerPoint, Word, Teams, SharePoint).
• Excellent oral and written communication skills, with the ability to convey complex information clearly and concisely.
  
  

Preferred Qualifications

• Experience supporting the Department of Veterans Affairs (VA) or other federal acquisition programs.
• Master’s degree in a relevant field such as public administration, business, or communications.
• Experience in enterprise business architecture, workforce modernization, and process improvement initiatives.
