Summary of Position:
Kanawha County Metro 911’s Information Technology Department is seeking a GIS Analyst. This position reports to the Deputy Director of Technology. The GIS Analyst performs analytical, technical, and administrative work in the planning, design, installation, administration, and on-going maintenance of Metro 911’s GIS infrastructure and data. This position will coordinate with Information Technology staff resources to keep the infrastructure updated and performing optimally, and to provide user support. Additionally, the GIS Analyst will work with internal and vendor resources to prepare data for use in various systems used by Metro 911 staff, Emergency Management, and Responder Agencies, including the Computer-Aided Dispatch system, online mapping applications, and mobile platforms. Work is reviewed through reports, conferences, and system effectiveness.
Qualifications, required skills, and job duties:
Bachelor’s degree in Geographic Information Systems, Geography, Computer Science, Information Systems, or related field from an accredited college or university, supplemented by 3 years of previous GIS experience using an ESRI Enterprise GIS architecture. Equivalent combinations of education, training, and experience may be considered.
Strong familiarity and experience working with ESRI software including ArcGIS Desktop, ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, and Microsoft SQL Server.
Ability to maintain confidentiality with sensitive internal information
Strong technical aptitude and ability to research & solve complex issues independently
Attendance and participation in IT Staff Meetings, professional meetings with Vendors, and education/training seminars
Respond to calls for service and helpdesk tickets as directed, including a periodic rotation in existing 24/7 IT support schedule
Life Cycle tracking of equipment and software for updates, warranties, support, and end of life (EOL)
Plan and execute the selection, installation, configuration, and testing of software and equipment as needed
Assist with addressing duties, including assignment of addresses for homes and businesses, coordinating with US Postal Service and municipal addressing resources, fielding calls from the public regarding addressing issues, and street sign maintenance in select areas
Suggest ideas to make IT processes or systems more effective and efficient
Must reside, or plan to relocate within 90 days, in a location that allows for a 30-minute maximum response during the required periodic 24/7 support rotation
Valid Driver’s License
Must submit to and clear a background check
Preferred But Not Required Skills & Experience –
Strong knowledge of SQL databases, SQL server administration and troubleshooting
Experience with large software implementation or upgrade projects
Experience with GIS programming and automation via VBScript, Model Building, or Python
Experience with VMware virtual environments
Experience working with an IT Helpdesk that involves user-generated work tickets
Experience creating manuals, guidelines, knowledge base articles, or similar documentation for users or fellow technicians

Must have the ability to effectively communicate with individuals possessing varying knowledge of GIS and IT functions and terminology
Must be capable of participating in meetings in person, online and via telephone. Information gathered from such meetings must be properly recalled and conveyed as necessary
Must have the ability to read and comprehend policies, procedures, manuals and professional documents and be competent in translating such readings into tasks, projects and problem resolutions
Compose routine and specialized reports, forms, and business letters, with proper format and grammar
