Metrocare provides specialty mental health services to over 10,000 children and teens and has numerous programs for babies, children and adults with disabilities, including Early Childhood Intervention, Flourishing Families, Nurturing Parenting, Supported Employment and two specialty autism clinics in Dallas and DeSoto. The Assertive Community Treatment (ACT) Manager oversees the ACT Team’s Day to day team management, clinical services, and ensures that all regulatory requirements and Center policies and procedures are followed. The ACT Clinical Manager is responsible for oversight of an ACT team or small ACT program serving approximately 150 individuals or less. The ACT Clinical Manager is responsible for ensuring the team engages with adults and families in a manner that is trauma-informed and responsive to needs, culture, gender, and military status. The ACT Clinical Manager is responsible for ensuring collaborative development of a person/family-centered recovery plan aimed at helping every individual achieve their goals and objectives. The position is responsible for ensuring a holistic approach in assessing needs, developing safety plans, and providing any other clinical services of benefit, including case management, psychosocial rehabilitation, and skills training.

This position is expected to ensure that their ACT team of responsibility provides a high quality of care, meets 100% productivity expectations, documents to standard, and satisfies contractual and regulatory requirements. The ACT Clinical Manager will be responsible for compiling the program’s monthly ACT encountering data and census updates, as well as weekly performance metrics monitoring and reporting.

The ACT Clinical Manager will be responsible and accountable for all aspects of an ACT team’s service delivery, from admission to discharge. The ACT Clinical Manager is the primary liaison for their team’s payer and stakeholder relationships and is responsible to ensure the needs of stakeholders are being met in a professional and timely manner. The ACT Clinical Manager provides direct supervision of the Assistant Clinical Manager and clinicians on the team providing direct care. The position provides administrative, operational, and clinical oversight as well as shared responsibility for developing the clinical skills of their team. The ACT Clinical Manager will be responsible for continuously developing their team’s fidelity to the ACT model using the Tool for Measurement of Assertive Community Treatment (TMACT).

The ACT Clinical Manager is expected to lead their team’s efforts to improve TMACT performance, particularly in areas such as employment services, housing, co-occurring disorders, and access to government benefit programs. Additionally, the ACT Clinical Manager is charged with expanding and maintaining their team’s capacity to provide evidence-based therapies, such as Cognitive Behavioral Therapy, Cognitive Processing Therapy, and Dialectical Behavior Therapy. The position is supervised by the ACT Program Manager. It requires the ability to develop/implement team processes, analyze team outcomes, manage personnel issues, and work collaboratively with community stakeholders. The position is also expected to work closely and collaboratively intra-departmentally within Metrocare’s various programs and departments.

 

HOURS OF RESPONSIBILITY:   

Monday – Friday: 8 AM – 5 PM (OVERSIGHT OF ACT ON-CALL AND REFERRALS)

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Responsible for all aspects of assigned direct reports management.
  • Provides guidance, direction, and supervision to staff to ensure quality care and implementation of processes.
  • Ensure timely caseload assignment to ensure success of staff.
  • Ensure accurate caseload management for all direct report staff.
  • Responsible for problem solving and correction action implementation as needed.
  • Participate in the hiring and supervision of site staff.
  • Develops and implements strategies for performance improvement related to key performance indicators, including but not limited to, productivity, charting timeliness, and quality improvement.
  • Fosters an environment of continuous quality improvement (CQI). Ensures that an on-going CQI process is developed and implemented and provides oversight to the CQI process.
  • Adheres to documentation requirements related to Quality Management and regulatory agencies, such as CARF, CCBHC, and the Texas Administrative Code
  • Responsible for a creative collaborative working environment and team building.
  • Provide clinical supervision, education, and training as required by various contracts and regulatory agencies.
  • Establishes and maintains the highest standard of quality care and ethical practice. 
  • Identifies and implements strategies for overall program development and growth in conjunction with the supervision of the Assistant Clinical Manager.
  • Actively participates in special projects.
  • Conducts job responsibilities in accordance with the ethical standards of conduct, state contract, appropriate professional standards, and applicable state/federal laws.
  • Exercises sound judgement and maintains current knowledge of the company’s organization structure, personnel policies, and federal and state laws regarding employment practices.
  • Performs other duties as assigned.

Customer Service

  • Ensure services provided are clinically appropriate, follow best practices, and are consistent with the authorized level of care.
  • Monitors clinical outcomes and uses data to target continuous quality improvement.
  • Monitors workflow for ACT. Ensures team meets metric targets.
  • Guides team staff in the application of a strength-based and trauma-informed approach.
  • Guides team staff to take a collaborative, motivational approach in helping individuals in services identify needs and develop individualized, strength-based recovery plans that reflect client’s goals and objectives.
  • Reviews documentation and gives feedback as needed.
  • Routinely monitors clinic flow and implements process improvements to ensure optimum consumer flow so that the client experience is as positive as possible.
  • Ensure team complies with Metrocare policies/procedures, and all community standards, licensing, and contractual standards through regular chart audits.
  • Reviews all critical incident occurrences for designated team.

Coordinated Care

  • Works collaboratively with partners and seeks to solidify partnerships.
  • Facilitates the referral process to ACT.
  • Under guidance of ACT Program Manager, consults and cooperates with the oversight agencies and other stakeholders.
  • Builds and maintains positive working relationships with stakeholders, using principles of good customer service.
  • Collaboration with ACT Medical Staff and support staff.

Job Fulfillment

  • Continuously monitors staff satisfaction and needs, devising solutions where possible.
  • Participates in the hiring process, developing and utilizing all available tools to ensure a good fit.
  • Compensation – ensures ACT payroll approvals, paid leave approvals, and performance merit reviews.
  • Ensures adequate staffing.
  • Is flexible in duties, roles, and reporting structure as necessitated by organizational change.

Staff Development

  • Oversees the team’s clinical supervision.
  • Conducts performance evaluations and implements performance management within scope of responsibility.
  • Monitors ongoing training requirements and adherence.
  • Monitors and continuously improves the training of new clinicians.
  • Hiring of ACT staff.

ACT Core Responsibilities

  • Ensures all productivity requirements are routinely met by assigned ACT team. This includes the total authorized consumers served and clinical services provided.
  • Ensure the team remains in compliance with all payer documentation.
  • Assist in providing oversight of the approved budget.
  • Implementation of all new and existing processes and procedures. Reports any immediate concerns or risks to Program Manager.
  • Performs other duties as assigned.

QUALIFICATIONS

EDUCATION AND EXPERIENCE:

    • Bachelor’s degree in psychology, social work or other human service field, Masters preferred.
    • Mental Health Experience: 4-5 years
    • Management/Supervisory Experience: 3 years minimum

MATHEMATICAL SKILLS:

  • Basic math skills required.
  • Ability to work with reports and numbers.
  • Ability to calculate moderately complex figures and amounts to accurately report activities and budgets.

                                                  

REASONING ABILITY:

  • Ability to apply common sense understanding to carry out simple one or two-step instructions. Ability to deal with standardized situations with only occasional or no variables.

COMPUTER SKILLS:

  • Use computer, printer, and software programs necessary to the position (i.e., Word, Excel, Outlook, and PowerPoint).
  • Ability to utilize Internet for resources.

CERTIFICATIONS, LICENSES, REGISTRATIONS:

  • Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. If licensed in another state, must obtain a Texas Driver License within three (3) months of employment.
  • Liability insurance is required if an employee will operate a personal vehicle on Center property or for Center business.  Must be insurable by Center’s liability carrier if employee operates a Center vehicle or drives personal car on Center business.  Must have an acceptable driving record.
