SUMMARY
Under the general direction of the AGM of Research and Analysis, directs the Office of Strategic Performance and Data Management, including the Strategic Performance Unit and the Performance Data Systems Unit. Works with MARTA Executive Staff in the design and implementation of a strategic vision and plan to support a comprehensive performance management framework for MARTA. Supports the development of Authority-wide and departmental objectives and related key performance indicators and targets. Oversees monitoring of departmental and Authority-wide key performance indicators and guides results reporting. Establishes and improves systems for data collection to ensure timely, accurate, and reliable data are efficiently collected. Works closely with Business Units to ensure data are analyzed and reported appropriately . Anticipates the data and business intelligence needs of the Authority and implements processes to keep regularly requested ( or reasonably anticipated) data up-to-date, accurate, and readily available.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provides the strategic vision to support a comprehensive performance management framework for MARTA . Leads the effort to make the performance management framework a reality.
- Supports the development of departmental and Authority-wide strategic goals and objectives and related key performance indicators and targets.
- Oversees monitoring of departmental and Authority-wide key performance indicators and guides results reporting (via dashboards, presentations, quarterly and annual reports, etc.).
- Leads and administers the Authority’s data governance program. Works with and across all levels of the Authority to develop, update, implement, and maintain data governance and information quality improvement processes and procedures.
- Establishes and improves systems for data collection, data visualization and analytics of collected data, and strengthens data use decision making.
- Ensures the Office provides responsive, accurate, and timely information to internal and external customers. Anticipates the data and business intelligence needs of the Authority and implements processes to keep regularly requested (or reasonably anticipated) data up-to-date, accurate, and readily available.
SUPERVISORY RESPONSIBILITIES
Directs the activities of a staff of professional, administrative, supervisory and management personnel responsible for Strategic Performance and Performance Data Systems. Interviews, hires, and develops subordinate personnel; sets standards and evaluates performance of employees; provides feedback, coaches, disciplines, and discharges as appropriate; manages and supervises the activities of the Department of Research and Analysis in the absence of the AGM including interface with the Executive Management Team. Must be able to work in a cross-disciplinary environment providing leadership in multi-team, multi-disciplinary environment.
EDUCATION and/or EXPERIENCE
Bachelor's Degree in Business Administration, Industrial Management, Organizational Development, Finance, Mathematics/Statistics, Urban Planning, or a related field is required. Advanced degree preferred. Ten years of experience in strategic performance/business management, marketing research and/or strategic market planning are required. Must have ability to work with mathematical concepts such as probability and statistical inference. Must understand organizational strategic planning. High level verbal and written communications skills are required. Four years of managerial experience required. A related master's degree may substitute for two years of experience.

Salary Range: $90,000-$136,000
