The Nashville Department of Transportation and Multimodal Infrastructure (NDOT) is seeking highly motivated candidates with a passion for building an equitable, multimodal city. This position Planner 2-NDOT will be part of the transportation planning team and will have a key role in driving cultural and institutional change in the agency and in Nashville. NDOT’s transportation planning team develops mobility plans, studies, projects, and programs and advances recommended improvements through scoping and conceptual design. The candidate selected for this position will primarily lead on developing plans and studies; developing project charters that provide the foundational information necessary for scoping capital projects. Performs related duties as assigned. 


The Department of Transportation and Multimodal Infrastructure delivers a range of services, and the nearly 400 employees work around the clock to ensure a multimodal system that offers choice and better connects neighborhoods, residents, businesses and visitors to the place that they need and want to go to in a safe manner. These employees are responsible for over 2,200 miles of public roadways and rights-of-way, over 6,000 streets, over 300 bridges, 835 traffic signals and over 1,200 miles of bike/sidewalk lanes and much more. Big events in Nashville consist of CMA Festival, Stanley Cup Finals, Titans games, and any number of special events. These require big preparation and big clean-up, and the Nashville Department of Transportation employees are up for the challenge. 

  • Serves as project manager for in-house and consultant team-led efforts to produce high-quality transportation plans, policies, and implementation tools. 
  • Provides leadership for regional planning initiatives in coordination with agency partners such Greater Nashville Regional Council (Metropolitan Planning Organization), WeGo Public Transit, and the Tennessee Department of Transportation. 
  • Supports System Planning Manager in maintaining the transportation element of the NashvilleNext General Plan. 
  • Provides recommendations, goals, strategies, action items, and other elements of Metro transportation plans in partnership with other Metro departments and external stakeholders. 
  • Develops and reviews project charters to ensure properly scoped projects in alignment with the Green and Complete Streets Executive Order, the NDOT Complete Streets Implementation Guide, and other NDOT plans and policies.  
  • Manages project charter database and oversees project charter approval process.
  • Assists in identifying and pursuing funding opportunities, such as state and federal grant applications, to advance active transportation projects and programs. 
  • Gathers transportation data about the performance and condition of city streets for analysis, including traffic counts, crash data, parking, technologies, and sustainability considerations. 
  • Supports the city’s Vision Zero program.
  • Oversees community engagement plans and activities for planning projects.
  • Prepares items to be presented to the Metro Council, Traffic and Parking Commission, Transportation Licensing Commission, Greenways and Open Space Commission, Bicycle and Pedestrian Advisory Commission, Vision Zero Advisory Committee, and Planning Commission. 
  • Develops technical and other documentation in support of Request for Proposals (RFPs) and participate in contractor/consultant selection. 
  • Attends meeting on planning topics and serves as a subject matter expert.
  • May review the work performed by Planner 1s or Planner Technicians.

Bachelor’s Degree from an accredited college or university and four (4) years of planning experience.

Master's degree in planning or related field from an accredited college or university and two (2) years of planning experience.

License Required:

Valid Driver’s License

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

  • Experience working in the public sector
  • Proficient with Planning and related software:  ArcGIS Pro/Arc Map, and Adobe Creative Suite
  • Familiarity with transportation/land use modeling (PTV Vissim/Vistro, SYNCHRO), AutoCAD, and Bluebeam
  • American Institute of Certified Planner (AICP)
