This position is located in the Metropolitan Police Department (MPD), Executive Office of the Chief of Police (EOCOP), Patrol Operations Chief (POC), Youth and Family Engagement Division (YFED), Cadet Corps Branch (CCB).
The incumbent will be responsible for the following:
- Oversees, leads, directs and coordinates all program efforts. Supervises planning and execution of all management-wide program efforts, including tasking authority over all subordinate organizational components.
- Exercises direct supervisory responsibility over sworn and professional staff to include managers, supervisors, and any other direct reports as outlined by the supervisor. Determines priorities and ensures coordination in support of Unit goals and objectives.
- Prepares staffing reports to inform the Director of the program trends and needs. Reviews educational reports from the University of the District of Columbia, recruiting trends, staff attrition, and trends related to disciplinary action to ensure preventative measures are put in place.
- Proposes recommendations for improved operational enhancements. Reviews and comments on proposed policies, directives, general orders, performance measures, etc.
- Drafts and revises operating procedures and provides written guidelines to staff. Drafts and edits correspondence.
- Reviews compliance inspection reports to identify procedures or activities that require correction. Directs subordinate personnel to correct deficiencies noted during reviews of daily program operations.
- Contributes to management identifying its financial, personnel and material needs and problems. Provides assistance in the development of budget estimates and justifications and funds to be used in accordance with the operating budget.
- Participates in interviewing candidates and makes recommendations. Resolves informal complaints, and holds corrective meetings with employees. Oversees attendance and leave, including sick, annual and vacation schedules. Prepares annual performance evaluations for assigned staff.
- Incumbent travels to meetings and conferences as required.
- Performs other related duties as assigned.
Licensures, Certifications and other requirements
The incumbent must possess and maintain a valid US driver’s license.
Education
High School Diploma or its equivalent is required. Bachelor’s degree or higher from an accredited college or university is preferred.
Work Experience
Applicants must have at least one (1) year of specialized experience equivalent to the MS-13 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience for this position includes but is not limited to the ability to manage youth development or law enforcement training programs. Examples of specialized experience for this position include, but are not limited to: experience developing and implementing governmental policies and procedures; ability to research, analyze and compile cadet corps data; ability to communicate complex organization matters in a clear, concise and logical manner to a wide range of staff and external organizations; and experience providing supervision and leadership to staff at all levels in an organization and maintaining effective relationships.
One year of prior management/leadership experience required.
Work Environment
Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.

- Ability to manage a large-scale program consisting of supervisory staff and up to 150 cadets. Can work on and manage complex projects simultaneously with a customer-service focus and a commitment to the highest quality.
- Knowledge to manage Cadet Corps functions at a Unit level or similar size programs. Ability to balance priorities, commitments, and deadlines in a fast-paced, high-profile and demanding environment.
- Demonstrated skill in working with sworn police officers, young adults, and professional staff in a developmental environment. Ability to communicate clearly and concisely orally and in writing; ability to review facts and draft correspondence in a tactful and convincing manner.
- Ability to lead mentor and supervise staff. Knowledge of or experience working with provisions of the District Personnel Manual, MPD General Orders, MOAs/MOUs, and familiarity with MPD’s Collective Bargaining Agreements with NAGE and D.C. Police Union.
- Proficiency in the use of a personal computer and the ability to use specialized database
- Persons selected for this position will be scheduled at times to attend program related functions, outside of normal working hours, including weekends and holidays. This position may also be subject to weekend work and changes in days off from time to time.

This position is “At Will”. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
