The Human Resources Manager (Programs) position is located in the Metropolitan Police Department (MPD), Organizational Culture and Wellness Bureau (OCWB), Human Resources Management Division (HRMD). The incumbent supervises employees coordinating Family Medical Leave Act (FMLA), DC Paid Family Leave (PFL) and Workers’ Compensation, Performance Management and Development, leave administration and other HR programs and initiatives for MPD.
The incumbent will be responsible for the following:
- Serves as the subject matter expert for the Family Medical Leave Act (FMLA), DC Paid Family Leave (PFL), Workers’ Compensation and Performance Management and Development and leave administration programs and as the agency’s representative for Performance of Duty employee appeals hearings.

Interprets and administers leave programs and policies in accordance with the applicable federal
and/or denies leave cases based on relevant medical information. Coordinates and organizes all medical information and ensures that HIPAA and Employee Privacy guidelines are closely monitored and effectively executed. - Ensures that the Workers’ Compensation program is managed in accordance with applicable OSHA and workers’ compensation laws.
- Serves as an advisor and program coordinator for departmental career development initiatives.
- Manages the performance management and development components by ensuring proper tools and resources are in place, timely communication occurs, and fairness and accountability in the performance management system is maintained.
- Produces and manages reporting metrics and analytics for all assigned HR programs; presents reports as requested.
- Oversees the agency’s weekly Employee Awards Program, ensuring the timely and equitable recognition of outstanding personnel contributions.
- Assists in the creation and facilitation of FMLA, PFL, leave administration and Workers’ Compensation and performance management and development training programs.
- Conducts qualitative and quantitative research on best practices, and emerging tools and methods; leads and coordinates the development of the performance management planning and reporting processes including the annual reports, performance evaluations, operational plan, and priority action plan.
- Oversees, evaluates, monitors and tracks routine and special staff assignments; ensures staff compliance with report due dates and deliverables.
- Develops and prepares statements, materials, reports, charts, spreadsheets and other written material relating to the day-to-day operations and functions.
- Utilizes knowledge of personal computers and various software packages to execute assignments.
- Provides direction and interpretation on controversial and precedent issues, assigns work, and monitors progress for completion and for meeting objectives and goals. Initiates and recommends developmental training; motivates employees; and develops staff performance to achieve program goals and objectives.
- Evaluates subordinates' performance; resolves disciplinary problems; counsels employees, conducts interviews of job candidates and recommends selections.
- Establishes and maintains a positive work environment through positive work relationships with subordinates, management, public and governmental officials and speaks on behalf of the Director at meetings and one-on-one with other inter-and-intra government officials.
- Composes correspondence; coordinates appointments and/reappointments; sets up meetings and conferences; responds to the Human Resource Director's incoming telephone calls and performs necessary follow-up and communicates with callers on sensitive and/or confidential issues received.
- Evaluates leave requests and provides recommendations to Director to approve and disapprove; provides advice, counsel, or instruction to employees; documents performance through the Performance Management System and ePerformance; provides appropriate guidance to staff needing improvement and/or training.
- Attends meetings and participates in committee planning sessions.
- Performs other related duties as assigned.
Licensures, Certifications and other requirements
Possession of a SPHR, PHR, SHRM-SCP, SHRM-CP, IPMA-CP, IPMA-CS, or an equivalent professional human resource certification is preferred.
Education
High School Diploma or its equivalent is required. Bachelor’s degree or higher is preferred.
Work Experience
Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-13 grade level, or its non-District equivalent, gained from public or private sector. Specialized knowledge of HR laws and policies, including FMLA, ADA, PFL, performance management, employee awards and recognition programs and disciplinary appeals. Specialized experience for this position includes: experience providing advice and counsel on the full range of human resources issues, including FMLA/PFL, performance management, leave programs and human resources operations; experience leading or managing an HR operations team; experience providing coaching, guidance, and/or training to subordinate staff, team members, or other employees to develop their skills in an HR area; experience interpreting HR policies and regulations; and experience in employee benefits and retirement administration.
One year of prior management/leadership experience required.
Work Environment
Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.
Other Significant Factors
The incumbent may be required to perform duties throughout the District and surrounding areas. Applicants must have the ability to independently travel to various work sites.

The incumbent is required to possess and maintain a valid motor vehicle operator’s permit.
This position is “At Will”. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. This position is not in a collective bargaining unit.
