Community Law (CL ) is the civil law division of MPD. CL was formed in 2016 in response to the growing concerns related to the collateral consequences of being justice involved and the disproportionate number of people of color suffering under these consequences. CL has both a civil law and an immigration law team. CL’s specialty is diminishing the downstream effects of criminal justice system involvement. We represent people from the community who have previously encountered the criminal justice system, as well as other vulnerable and underserved populations in Portland and Multnomah County, to remove barriers to housing and economic stability. We also advocate for systemic changes to help Oregonians previously involved in the criminal justice system. Our model is designed upon partnering with local government agencies and community-based organizations to serve our clients, working together to help clients remove barriers to economic opportunities, navigate legal systems, and achieve justice.
MPD is currently searching for a Case Manager to join our Housing Attorney on the Community Law Team . The Case Manager engages with clients who are facing eviction to identify the root cause of the eviction and provide case management and systems navigation to connect clients to desired community resources, including, but not limited to, substance use and behavioral health treatment, employment, barrier reduction work to increase work opportunities, healthcare, and public benefits. The Case Manager partners with eviction defense attorneys and other support staff to create plans for clients facing eviction. The goal is to get to the root cause of the eviction notice and then work to both legally avoid eviction through the attorney representation and stabilize the individual or family so that the threat of eviction is decreased going forward, or so that housing is obtained if eviction is unavoidable. The Case Manager will maintain contact with clients throughout the life of their open eviction cases and continue to advocate for them if legal barriers are still present post-eviction that may result in another eviction. The Case Manager will continue working with the client until there are no longer any legal services that the attorney can provide, be they eviction defense services, or barrier reduction services. The Case Manager attends care coordination meetings, housing case conferences, and hearings related to the clients’ pending case as needed.
This position pays $48,000.16 - $76,504.69 per year commensurate with experience and additional compensation for bilingual ability. Staff are members of a union. This is a full-time, non-exempt position. All Community Law positions are contingent upon continued funding.

- Sick Leave – 48 hours upon hire accrues monthly after the completion of six months of employment
