Description:
Basic Function
Writes and submits FTA TrAMS applications based on awarded discretionary grant proposals and formula-based grant awards. Collaborates with program and project staff to fashion project narratives that are compelling and indicative of METRO goals and objectives. Formulates project budget and milestones to accurately capture and document the scope, due dates, deliverables, and resource allocations for all phases of the project planning framework and grant lifecycle. Acquires an understanding of grant terms and conditions by working with program or project staff to understand potential project and program expense eligibility provisions. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
Responsibilities and Specific Duties
Understands METRO’s need for grants and its relationship to providing public transit services and maintaining assets in a state of good repair.
Works collaboratively with METRO leadership to understand specific grant requirements such as deadlines, eligibility criteria, and other grantor mandates.
Develops an understanding of the Transit Award Management System (TrAMS) web-based grant management tool.
Works with program staff and/or project managers to develop accurate and compelling grant project descriptions and benefits as well as project tasks and milestones.
Writes and develops FTA TrAMS grant applications based on awarded discretionary grant proposals and/or annual formula grants and accumulates all supporting documents required by FTA and/or grantor agency.
Submits FTA grant applications in TrAMS for review and responds in a timely manner to reviewer concerns and/or suggestions.
Identifies and implements opportunities for improvement of the application development process.
Develops and maintains a positive relationship with FTA that supports regular communication.
Tracks, documents, and maintains a comprehensive list of active grants and those not yet programmed to include, but not limited to, New Starts, 5307 Urbanized Area Formula, 5337 State of Good Repair and 5339 Bus and Bus Facilities.
Prepares responses to special requests from leadership including the Deputy CFO, CFO, and President & CEO; attends meetings to represent the division including interdepartmental, executive and Board as required.
Provides excellent customer service to METRO internal and external customers.
Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
Performs other job-related duties as assigned.
Pay Range: $76,200 - $100,000
Education Requirement
Bachelor’s degree in Public or Business Administration with an emphasis in writing, English, or applied communications, or related degree required. Master’s degree preferred.
Years & Experience Required
Two (2) years’ experience in grant writing or administration.
Knowledge & Skills Required
Excellent communication skills (written/verbal); organizational and time management skills; research skills; working knowledge of common business software, such as Microsoft Office; and strong human relations skills necessary to work successfully with grantors and internal METRO staff.
