Assistant Transit Management Analyst I - $65,954 - $78,079
Assistant Transit Management Analyst II – $76,577 - $85,288
Associate Transit Management Analyst - $86,565 - $112,083
 
RESPONSIBILITIES
Successful candidate(s) will play an integral role in supporting both administrative and operational areas throughout Staten Island Railway. The analyst will be required to thoroughly understand the unique operations of the Railway’s administrative methods, be adept at translating business objectives into effective and reasonable organizational solutions and outcomes, be committed to quality assurance and be a key player in SIRTOA’s vision for long term planning. Analysts will be assigned to areas where a current vacancy exists.
 
Financial & Payroll Auditing:
  • Perform internal payroll and finance audits.
  • Collaborate with internal and external auditors to ensure compliance with current standards.
  • Reconcile, validate, and maintain payroll and finance records.
  • Manage timesheets, accounts receivable invoices, and monthly sub-ledger.
  • Conduct thorough audits of payroll data to ensure accuracy and compliance with established policies.
  • Prepare journal entries for Capital reimbursement accounts receivable (A/R).
  • Undertake other assigned duties as required to support Finance and payroll functions.
Transportation and Mechanical:
· Provide analytical and administrative support for the Rolling Stock Maintenance Information System (RSMIS) and associated systems (SPEAR, ITRAC, etc.).
· Assist in the management and coordination of the Rail Car Fleet, including administrative tasks and reporting.
· Collaborate with the engineering team to assist in the management of the Scheduled Maintenance System (SMS) programs.
· Compile statistical information including budget data and executive reports ensuring accurate and timely submission.
· Act as a liaison for Unified Timekeeping System (UTS) payroll and auditing issues.
Employee Policy Compliance/ Safety:
· Responsible for spearheading and guiding safety compliance.
· Assist SIR departments to ensure compliance with safety rules and regulations are accurate and up to date.
· Develop and maintain a variety of safety compliance initiatives, inclusive of, but not limited to monthly, quarterly, and annual safety reports, creating Bulletins and recognizing safety related issues that should be addressed.
· Independently perform safety audits on the right of way in conjunction with SIR’s Roadway Protection Rules and Procedures, with Office of System Safety and other governmental Agencies.
· Develop and maintain linear trends regarding customer injuries, Lost Time Accidents, and vehicle accidents.
· Manage all employee policy issues related to discipline, terminations and operating incidents.
Maintenance of Way (MOW):
· Support field supervision/management in the investigation and reporting of incidents, vehicle accidents, injuries, complaints, and similar activities.
· Research and compile statistics and analyses related to budget justifications for staffing, vehicle/equipment procurements, system upgrades, capital project funding, special projects and executive reporting.
· Provide administrative and analytical support to field Supervision/Management, such as testing and observation to assist with productivity, audits and the achievement of departmental goals and process efficiencies.
Operations Support:
· Partner with departments on recruiting needs; manage relationships and ensure proper procedures are in place.
· Utilize workforce data (e.g., retirement eligibility) to support departments in shaping department/division-based recruitment and retention initiatives.
· Prepare and track related personnel actions (e.g., TAMs and PARs) for new hires and current employees via PeopleSoft.
· Create and maintain a variety of queries utilizing appropriate reporting tools.
· Serve as a representative on interview panels convened by the hiring departments.
Engineering:
· Gather information for warranty items and track defects during the life of the warranty period for several new operational and capital projects.
· Support the review and analysis of training requirements to maintain the new R211 fleet, develop shop maintenance programs and requirements for inspection cycles moving forward.
· Support department in various capacities as needed for each project.
· Exceptional interpersonal and customer service skills with the ability to interact with all levels within an organization.
· Comfortable managing and balancing multiple priorities concurrently to adhere to specific deadlines.
· Ability to work in a team-oriented and collaborative environment to develop more efficient and effective operations.
· Familiarity with payroll processing, financial literacy and financial statements.
· Excellent attention to detail with strong mathematical and calculation skills.
· Familiarity with NYCT/SIR rules and regulations

EDUCATION AND EXPERIENCE
Assistant TMA I, II
  • Master's degree from an accredited college in business administration, public admin., public policy, engineering, economics, architecture, math, physics, computer science, accounting, transportation planning or urban planning and 1 year of satisfactory full-time professional experience in the collection, evaluation and use of data relating to operational procedures, administrative systems, equipment and space utilization, and staffing requirements, including the preparation of charts, graphs, maps, drawings and technical reports;
 
  • Baccalaureate degree from an accredited college in business administration, public administration, engineering, engineering technology, economics, architecture, math, physics, computer science, accounting or urban planning, and 2 years of satisfactory full­time professional experience in the areas described in "1" above.
 
Associate TMA
  • A master's degree from an accredited college in business administration, public administration, public policy, engineering, economics, architecture, mathematics, physics, computer science, accounting, transportation planning or urban planning and two years of satisfactory full-time professional experience in the collection, evaluation and use of data relating to operational procedures, administrative systems, equipment, and space utilization, and staffing requirements, including the preparation of charts, graphs, maps, drawings, and technical reports. One year of this experience must have been in the mass transportation industry; or
  • A baccalaureate degree from an accredited college in business administration, public administration, engineering, engineering technology, economics architecture, mathematics, physics, computer science, accounting or urban planning, and three years of satisfactory full­time professional experience as described in "1" above. One year of this experience must have been in the mass transportation industry.

  • DESIRED SKILLS
  • Proficiency in Microsoft Office applications (Excel, SharePoint, PowerPoint, Word, PowerBI) including but not limited to the creation and manipulation of functions, pivot tables, generation of reports, and importing/exporting complex data.
  • Ability to learn quickly and focus on high productivity with minimal errors.
  • Motivated by critical thinking, data analyzation, and complex problem-solving; seeks solutions that will contribute to the value of the Authority.
  • Excellent written and verbal communications skills.

SELECTION METHOD
Based on evaluation of education, skills, experience, interview and possibly an assessment.
 
All appointments, with the exception of the Department of Subways employees on MABSTOA payroll, will be made on the NYCT payroll.
