RESPONSIBILITIES
The Senior Manager, Leave Administration and HR Support Services is responsible for overseeing the agency's leave management program, ensuring compliance with applicable laws and policies while supporting employees and partnering departments throughout the leave process. This role handles a wide variety of leave types including FMLA, disability, military, and injury-on-duty, and also oversees drug and alcohol testing coordination. In addition to managing daily leave cases, this role incorporates key administrative and technical functions such as invoice processing, HRIS data integrity, cross-departmental coordination, and compliance reporting. The role functions as a bridge between the Leave Administration unit, business operations, and technical systems.
Leave Program Oversight:
Oversee the administration of all leave programs including FMLA, STD, LTD, PFL, Military, Educational, Childcare, and Injury on Duty (IOD), ensuring accurate processing and compliance with federal, state, and local laws.
Manage employee leave from intake through return, including eligibility verification, documentation, approvals, denials, and communication with employees and supervisors.
System Integration and Reporting
Leverage PeopleSoft or similar HRIS platforms to track leave actions, ensuring data accuracy, workflow compliance, and proper processing of terminations, payroll adjustments, and return-to-work updates.
Work with Kronos Workforce Integration Manager (WIM) to interpret timesheets, attendance, and labor reports; design and run Kronos-based reports to ensure compliance with agency policies and union rules.
Collaborate with IT and HRIS teams to ensure seamless integration between Kronos, ERP systems, and data warehouses, supporting accurate and efficient information flow across platforms.
Contribute to the design and enhancement of software systems that support evolving organizational needs in leave tracking and time/labor management.
Drug and Alcohol Testing Management
Oversee and track random drug and alcohol testing, including scheduling, form completion, and follow-up.
Ensure policy adherence for positive cases and coordinate with appropriate departments.
Manage and verify invoicing, chargebacks, and discrepancies related to testing vendors.
Cross-Departmental Coordination
Collaborate with departments including Labor Relations, Payroll, HRIS, Legal, and Benefits to ensure seamless processing of leave-related actions.
Interface with managers, employees, and external partners to provide updates, resolve issues, and ensure service delivery.
Contract & Invoice Administration
Track and process invoices related to leave administration services (e.g., drug testing vendors), working with Procurement and Accounts Payable to ensure timely payment and reconciliation.
Maintain records and retention systems for sensitive information related to employee leaves.
Retirement and Termination Case Management
Manage retirement notifications and coordinate the closure of related leave cases.
Oversee employee terminations during leave, ensuring compliance with internal protocols and complete documentation.
Supervisory & Team Management
Provide day-to-day supervision, coaching, and support to junior leave administration staff.
Assign and review work, monitor performance, and ensure consistent application of leave policies and procedures.
Support professional development and training for team members to ensure high-quality service delivery and regulatory compliance.
Serve as the escalation point for complex leave cases and staff inquiries.
Special Projects and Compliance
Assist with compiling data and documentation for audits, internal reviews, or external agency requests.
Provide support for employer-sponsored initiatives such as recognition events and informational sessions related to employee benefits or leave programs.
Serve as a liaison or coordinator for special administrative programs as needed.
QUALIFICATIONS
Bachelor’s degree in Human Resources, Business Administration, Health Administration, or a related field.
Eight (8) years of experience in Human Resources, with a focus on leave administration, payroll, or related functions including at least four (4) years in a management or supervisory role in a large, multi-faceted organization.
Additional years of experience can be substituted in lieu of education.
Experience in FMLA administration and other leave types such as STD, LTD, and PFL.
Experience with PeopleSoft or other HRIS systems for managing leave cases and data entry.
Experience in compliance and regulatory reporting, particularly related to labor laws, medical leave policies, and union agreements.
Strong knowledge of FMLA regulations and other related leave policies (e.g., ADA, Workers' Comp, STD, LTD).
Expertise in leave tracking and management software, preferably PeopleSoft or similar platforms.
Familiarity with Workforce Integration Manager (WIM) interfaces and able to create and understand reports within the Kronos system, like timesheets, attendance records, labor reports.
Successful track record in design of software systems to meet the current and future needs of a complex transportation organization
Prior experience in organizations where Kronos interfaces with Enterprise Resource Planning systems (ERPs) and Data warehouses
Proficiency in Microsoft Excel and other reporting tools for data management and analysis.
Strong understanding of drug and alcohol testing regulations and the process of maintaining compliance.
Project management skills to handle multiple leave cases, regulatory requirements, and reporting deadlines.
Strong communication skills, both written and verbal, to interact with employees, management, and external stakeholders.
Precision in managing sensitive employee leave data, ensuring compliance, and preventing errors.
Ability to troubleshoot issues related to leave eligibility, tracking, and processing, especially in complex or unique cases.
Ability to provide guidance to HR staff, managers, and directors regarding leave policies and procedures.
Due to the nature of the work, maintaining confidentiality and handling sensitive employee data with discretion is critical.
PREFERRED QUALIFICATIONS
Master’s degree in a related field.
Certification in Human Resources (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP)
Working knowledge of NYC Civil Service Law and Practice
Familiarity with the MTA’s policies and procedures.
Familiarity with the MTA’s collective bargaining procedures.
Knowledge of union agreements and how they impact leave administration.
Familiarity with workers' compensation laws, particularly for managing injury on duty (IOD) cases.
Experience working in a matrixed organization where coordination with multiple departments is necessary.
Familiarity with legal requirements for employee health and safety programs.
