I) Job Purpose
The Cloud Data Engineer will be responsible for designing, implementing, and maintaining data solutions on the Microsoft Azure platform. This role involves creating and managing data pipelines, storage solutions, and data integration processes to support data-driven decision-making within the organization.
II) Essential Functions
- Implement and manage diverse data storage solutions (MS Fabric, Azure SQL Database, Data Lake Storage, Cosmos DB, Blob Storage), optimizing for performance, scalability, and cost-efficiency.
- Design and maintain data warehousing solutions using Azure Synapse Analytics, applying skills in data modeling, ETL (Extract, Learn, Transform, Load) processes, and SQL-based analytics.
- Develop and implement data integration processes, extracting data from various sources and loading into data warehouses or lakes, utilizing Azure Data Factory for ETL tasks and ensuring data quality.
- Handle and analyze large volumes of data using technologies like Azure Databricks and Apache Spark, creating data processing workflows and pipelines for analytics, machine learning, and data-driven applications.
- Design, build, schedule, and maintain scalable data pipelines using Azure services, managing their lifecycle including retirement when necessary.
- Implement data observability, orchestration, and DataOps practices, including pipeline testing, validation, CI/CD, versioning, and task workflow management using Azure DevOps.
- Collaborate with data analysts, scientists, and stakeholders to understand requirements and deliver solutions meeting business needs.
- Create and maintain comprehensive documentation for data pipelines, storage solutions, and integration processes.
- Learn and integrate Azure Purview for metadata management and governance, enabling access control, lineage tracking, policy adherence, and catalog management.
- Design and maintain data warehousing solutions with Azure Synapse Analytics.

- Performs other job duties or responsibilities as requested or assigned.
- In-depth understanding of healthcare laws and regulations, including but not limited to HIPAA, and other privacy laws.
- Familiarity with industry-specific compliance standards and best practices.
- Strong understanding of Azure data services, including Azure Data Factory, Azure SQL Database, Azure Data Lake, and Azure Databricks.
- Proficiency in programming languages such as SQL, Python, and Spark.
- Experience with data modeling and database design.
- Knowledge of ETL best practices.
- Strong analytical and problem-solving skills to troubleshoot and resolve data-related issues.
- Excellent communication skills to collaborate with team members and stakeholders.
- High level of accuracy and attention to detail in data processing and documentation.
- This position requires extensive internal and external contacts. The employee will accomplish this with advanced written and verbal skills.
- Must demonstrate compassion, trauma-informed care, and safety practices including suicide safe care.
- Travel
- Adhere to MHMR Mileage and Travel reimbursement policy and any other aspect regarding travel.
- This position requires occasional overnight travel, up to 15% annually and local travel of up to 35% in personal vehicle.
- Utilized as required for position.
VII) Minimum Qualifications
- Minimum Education: Bachelor’s Degree
- Defined Education: Technology, Computer Science, Management/Information Systems
- Preferences: None
- Substitutions: Associate Degree and four (4) years’ experience; High School Diploma/GED and Six (6) years’ experience
- Years’ Experience: Two (2) years
- Defined Experience: Data engineering or a related role, with hands-on experience in Azure data services
- License/Certifications: Azure Data Certification a plus but not required
- Special Courses: None
- Supervisory Experience: None
- All staff are required to participate in agency Emergency Preparedness and Environmental Safety programs and may be assigned by their department as a key/essential staff level function during critical events or for the purpose of sustaining business continuity.
- This position may require temporary or permanent re-assignment to any MHMR Tarrant facility as determined by program needs and/or the Division/Director.
- Assigned work hours may change as the needs of the agency change.
- The Functional Title of this position may change as the needs of the agency change.
- All work will be completed within the scheduled work hours. All non-exempt (hourly) employees are expected to clock in and clock out for each work shift, no work should be done off the clock.
