Incumbent serves as Assistant Environmental Health Specialist for the Miami County Health Department, responsible for assisting supervisor with community-related programs.
DUTIES:
Assists with Environmental Health Division programs.
Assists with investigating Environmental Health complaints, including but not limited to, unsanitary conditions, public and semi-public pools, vector control, water wells, lead, sewage, food establishments, tattoo parlors, and other environmental health issues.
Assists with reviewing plans, applications, setting guidelines, issuing permits, writing abatement orders, and legal notices, placing legal liens and records at court office for all division programs.
Assists with conducting onsite inspections and investigations, including but not limited to soil evaluations, retail establishments, private homes and properties, to enforce and ensure compliance with state, federal, and local regulations for environmental health programs.
Assists with maintaining records of inspection data, preparing and submitting reports, and providing field inspections of regulatory and administrative action to supervisor.
Assists with maintaining office data, applications, and forms required to maintain for environmental health programs.
Assists with the collection of air, vectors, drinking and surface water samples for laboratory analysis.
Assists and participates in emergency preparedness activities such as drills, mass prophylaxis clinic, and education regarding man-made and natural disasters.
Assists with activities, complaints, and investigations of public health importance.
Ensures proper resolution of all code violations, including notifying regulating agencies and facilitating enforcement procedures when necessary.
Testifies in legal proceedings and court as required.
Assists and/or occasionally responds to emergencies from off-duty status on 24-hour basis.
Performs duties of Department personnel in their absence or as needed.
Performs related duties as assigned.
I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:
High School diploma or HSE.
Must be at least 18 years of age.
Possession of and/or ability to obtain and maintain ServSafe, Pool and Spa, Vector, On-Siste Sewage, Lead certifications.
Ability to meet all Department hiring requirements including passage of drug test.
Knowledge of the standard principles and practices of environmental health.
Knowledge of federal, state, and local laws and regulations pertaining to all phases of environmental health.
Ability to apply environmental health knowledge and techniques in the investigation of environmental health issues.
Ability to plan, schedule, and conduct field inspections, maintain accurate records, and prepare factual reports.
Ability to apply knowledge of people and locations, plan and layout assigned work projects, and read and interpret detailed prints, engineered plans and prints, elevations, and elevation chart, pump and curve sheets, GIS web site, DNR web site, specifications, maps, and floodway maps.
Ability to properly operate standard office equipment, including computer, calculator, copy machine, fax machine, telephone, and digital camera.
Ability to safely operate, protect, and maintain a variety of hand and/or power tools, such as push probe, laser, tape measure, level, clinometer, compass, GPS, fog machine, and thermometer.
Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.
Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to initiate and accountability for specifically assigned Environmental Health Division Programs.
Ability to effectively communicate orally and in writing with co-workers, other County departments, Indiana Department of Health, Indiana Department of Environmental Management (IDEM), vendors, engineers, and public in a courteous and tactful manner, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

II. RESPONSIBILITY:
Incumbent ensures proper implementation of sanitation requirements and environmental codes according to technical specifications and standard practices of the profession. Incumbent is to assist Environmental Health Division Programs. Goals and objectives of incumbent’s work is reviewed primarily for compliance with precedent, technical accuracy, Department policy, and legal requirements. Incumbent may maintain Environmental Health Division Programs in the absence of Environmental Health Specialist Supervisor.
III. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County departments, Indiana Department of Health, Indiana Department of Environmental Management (IDEM), vendors, engineers, and public for the purposes of rendering service, negotiating, and instructing.
Incumbent reports directly to the Environmental Health Specialist/Supervisor.
IV. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment, and in the field, including sitting/walking at will, standing/walking/sitting for long periods, walking on uneven terrain, working in extreme temperatures and inclement weather, keyboarding, working with or near chemicals, working near fumes, odors, dust, and dirt, lifting/carrying objects weighing over 50 pounds, crouching/kneeling, bending, reaching, driving, close/far vision, color/depth perception, hearing sounds/communication, and handling/grasping/fingering objects. Safety precautions must be followed at all times to avoid injury to self and others, including wearing protective clothing and equipment.
Incumbent is occasionally required to work extended, evening, and/or weekend hours and travel out of town, sometimes overnight, for meetings and training conferences. Incumbent is required to respond to emergencies from off-duty status and on 24-hour basis and serve on call on rotation basis.
