Location: Hybrid / Lansing, Michigan Office
Purpose: This position will function as a program assistant to the director overseeing the development and management of a multi-bureau portfolio management program within the Public Health Administration (PHA). This program area will build and a maintain the capacity and capability solutions necessary for PHA-wide procurement and project portfolio management. These capacities and capabilities include ensuring portfolio management procurement expertise, project finance and invoice oversight support; identification of project cross-coordination and harmonization opportunities, technology ownership, governance, risk management, risk and issue management; and other portfolio management.
Duties and Responsibilities:
- Participate in the design and implementation of the portfolio management program.
- Provide direction and control of functions and activities in the work area: establish priorities, recommend resource allocation, and manage administrative and planning functions.
- Lead Identification PHA-wide portfolio project support capacity and capability needs.
- Assess and recommend capacity and capability solutions.
- Oversee development and implementation of capacity and capability solutions.
- Direct ongoing management of capacity and capability solutions.
- Liaise with internal MDHHS administrative areas (Finance, Policy, Grants and Purchasing, etc.).
- Liaise with DTMB technical and procurement areas.
- Special projects as defined by PHA leadership.
- Representation of the State of Michigan, as necessary.
- Always represent the best interests of MDHHS and MPHI.
- All other duties as assigned.
Qualifications/Requirements:
Education: A bachelor’s degree is required.
Experience: Four years of professional experience with increasing levels of responsibility.

- Considerable knowledge of the principles and techniques of administrative management, including organization, planning, staffing, training, budgeting, and reporting. Considerable knowledge of program planning, development, and evaluation methods. Considerable knowledge of fiscal planning and management.

Work Environment and Physical Requirements: Physical effort typical of an office position. Requires valid vehicle operator’s license and occasional travel within the state, including overnights. Less occasionally, travel may be required outside the state. There may be times when work outside of regular hours is necessary for the completion of a project. Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:
- A secure work location that allows privacy and prevents distractions.
- A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
- Suitable lighting, furniture, and utilities.
RESPONSIBILITY FOR THE WORK OF OTHERS: This position will supervise professional staff.
