Job Title: HR Generalist-Benefits
Department: Human Resources
Reports To: Director of Human Resources

Job Function:
The HR Generalist supports activities related to the administration and management of employee benefits while contributing to other assigned HR functions. This role emphasizes benefits administration, compliance, and employee engagement to ensure exceptional employee experience.

Essential Duties and Responsibilities:
  1. Benefits Administration: 
    • Administer employee benefit programs, including medical, dental, vision, disability, life insurance, AD&D, and optional benefits for active and retired employees.
    • Respond to benefits inquiries and complaints, ensuring prompt and equitable resolution.
    • Liaise with medical service providers to stay updated on benefit offerings and manage collateral materials such as SPDs and benefit summaries.
    • Assist with the planning and execution of annual benefits open enrollment.
  2. Onboarding and Records Management: 
    • Present benefits information during new hire orientation, ensuring materials are accurate and updated.
    • Track benefits enrollment status for new hires and enter employee data into all applicable systems.
    • Maintain benefits and medical folders for new hires.
  3. Data Management and Compliance: 
    • Update benefits records, including additions, deletions, and changes.
    • Coordinate with Payroll to ensure accurate deduction processing and resolve discrepancies.
    • Generate reports (e.g., new hires, terminations, headcounts) and provide analysis to senior management as needed.
  4. Wellness and Special Events: 
    • Support the organization of wellness initiatives such as the annual Wellness Fair and other employee engagement events.
  5. Compliance and Process Improvement: 
    • Ensure compliance with ADA, HIPAA, and other relevant regulations.
    • Learn and assist with Federal Transit Administration (FTA) random drug testing procedures.
    • Recommend strategies to deliver services efficiently and cost-effectively.
  6. Vendor and Invoice Management: 
    • Reconcile and process payment for all benefit-related invoices.
    • Facilitate claims for life insurance and short- and long-term disability benefits.

Other Duties and Responsibilities:
  1. Interpret and implement applicable portions of the labor agreement as needed.
  2. Assist with COBRA processing and maintenance of FSA program activities.
  3. Provide support for hiring events and liaise with Pension, Finance, and other departments professionally.
  4. Maintain confidentiality and exhibit consistent attendance.

Minimum Qualifications:
Education: 
  • Bachelor's degree in Business Administration or related field preferred. Relevant experience may substitute for advanced education. SHRM-CP or PHR certification is desirable.
Experience and Skills: 
  1. At least 3 years of progressively responsible experience in HR, particularly in benefits administration.
  2. Proficient in Microsoft Office Suite; experience with HRMS/HRIS systems preferred.
  3. Familiarity with ADA, HIPAA, and basic pension-related matters.
  4. Strong organizational, analytical, and problem-solving skills.
  5. Excellent verbal and written communication skills, with the ability to interact effectively at all levels of the organization.
  6. Ability to handle sensitive situations with diplomacy and tact.
  7. Experience in a unionized workforce environment preferred.

Work Environment:
  • Primarily office-based with occasional requirements to lift or move up to 20 pounds.
  • Frequent use of computer equipment and repetitive motions for data entry and analysis.
  • Ability to adapt to changing building environments (e.g., with or without air conditioning or heating).
  • Moderate noise levels are typical of an office environment.
  • Must be willing and able to comply with MTM’s D&A policy.
  • Must always comply with safety and COVID protocols.
