Mid-Willamette Valley Community Action Agency (MWVCAA) has been fighting poverty in the Willamette Valley since 1967. We are poised to save lives, support families and create housing and sheltering options for those in need. We are currently looking for a Chief Financial Officer (CFO) to guide the financial activities at MWVCAA. This is a critical onsite role for developing the ongoing accounting and internal control systems that adequately safeguard, control, and track all Agency assets, transactions and revenues. The person in this position will assure that all grant contract guidelines and requirements are followed so that our employees can continue to work effectively, getting people to shelter and housing resources and providing early childhood education resources for families and providers. Salary is commensurate with experience, particularly in the nonprofit, grant funding sector.

MINIMUM QUALIFICATIONS : The requirements listed below are representative of the knowledge, skill, and / or ability required.

EDUCATION and / or EXPERIENCE

Bachelor's degree in Accounting or Finance.

Five years of progressively responsible financial leadership.

Accounting experience and / or training that include supervision and use of Grant / Fund Accounting software.

Equivalent combination of education and experience may be considered.

CERTIFICATES, LICENSES, REGISTRATION

Driver qualifications are required for this position. Valid driver license, insured vehicle available for use on the job, and a satisfactory drive record for the previous three years are required

Candidate must pass a comprehensive MWVCAA background screening prior to employment

Successful registration with the Central Background Registry of the Child Care Division

Candidate must pass pre-employment and random drug / alcohol screenings.

PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES

Maintains expert knowledge of GAAP, OMB Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, and applicable federal, state, and local regulatory laws and rules for agency grant agreements, awards, and reporting.

Ability to read, analyze, and interpret financial reports, government regulations and laws, and legal documents and apply knowledge to the Financial Services department.

Ability to effectively present information to top management, public groups, Board of Directors, and the Policy Council.

Intermediate proficiencies in Microsoft Word, Excel and Outlook, database software, and online tools. Ability to effectively manage the use of video conferencing platforms such as Zoom, Microsoft Teams, or GoToMeeting.

High level of integrity and dependability with a strong sense of urgency and results-orientation.

Financial Management

Directs and oversees all aspects of the Finance & Accounting functions of the organization.

Applies this knowledge to control accounting functions, advises accounting staff and ensures adequacy of agency controls and procedures related to grant activity, accounting and reporting.

Develops and modifies policies, procedures, and systems in accordance with organizational needs and objectives, as well as government regulations.

Reviews journal entries, reports, federal financial reports, bank reconciliations, agency vouchers, and payroll runs for completeness and accuracy.

Monitors all delegated grants management, accounting, budget management, and other finance department functions regularly, dealing with a variety of problems that arise on a daily basis.

Establishes and monitors the payroll system, including quarterly and annual payroll reports.

Directs the preparation of a comprehensive agency budget and partners with the Executive Director in completion and presentation of the budget to Program Directors and the Board of Directors.

Grant Activities

Coordinates the preparation and submission of federal and state grant applications in partnership with Program Directors and the Executive Director, including budget preparation, completion of certifications, compiling of all materials, ensuring compliance with all requirements, and communicating with federal and state grants officials as necessary.

Assures that all grant / contract expenditures, activities and reports comply with both the grant / contract regulations and the Agency's policies and procedures.

Ensures credibility of Finance team by providing regular, timely and accurate analysis of budgets, financials and financial grant reports.

Reports and Audits

Organizes, plans, prepares and oversees all tasks related to year-end accounting and reporting, including the annual audit of the 401k and annual organizational audit.

Prepares of data for financial statements for audit purposes and relationship management with third party firms, plan administrators and banking entities.

Organizes, plans, prepares and oversees completion of the agency's IRS Form 990 Return of Organization.

Provides the staff support for the Board of Directors and Policy Council Meetings, Executive and Finance Committees and prepares monthly financial statements for their review.

SUPERVISORY RESPONSIBILITIES

Directly supervises financial services staff, approximately 15-20 employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities for this position include interviewing, hiring, and training employees, as well as planning, assigning, and directing their work and appraising their performance. The CFO is also responsible for rewarding and disciplining employees when applicable and addressing their complaints.

Occasionally lift up to 25 pounds.

Manual dexterity for handling office equipment.

Occasional driving in all weather conditions to Agency sites and community events.

Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.

Proceeds independently and provides authoritative work in accordance with Agency policies and guidelines.

WORK ENVIRONMENT

Mostly indoor work environment with frequent interruptions and demands.

Occasionally exposed to outside weather conditions.

Occasional remote work from home is available.

Occasional work during non-business hours, such as evenings or weekends, may be required.
