The HR Senior Recruiting Specialist performs recruitment of qualified staff, and other essential hiring tasks in support of the HR Department. This person is a phone and web warrior, sourcing talented candidates for open positions, developing outreach strategies, and collecting data on effective sourcing for hiring staff to do this important community work.
MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION And/or EXPERIENCE
BA/BS Degree plus five or more years of hiring and recruitment or related experience; or an equivalent combination of education and experience may be accepted.
This is a hybrid remote position, with approximately 20 hours onsite weekly. Candidate must reside in the local vicinity of Salem, Oregon by the start of employment.

Knowledge, Skills, Abilities
- Excellent communication skills, including follow-up by phone and email.
- Intermediate computer proficiencies in MS Office, internet applications, and video platforms such as Teams, Zoom, or GoTo a plus.
- Social media skills and recruitment database search skills preferred.
- Basic office skills such as accurate data entry, filing, scanning, and photocopying required.
- Writing, spelling, and grammar skills are highly desirable.
- Valid driver license, insured vehicle available for use on the job, and a satisfactory drive record for the past three years.
- Candidate must pass a comprehensive MWVCAA background screening prior to employment.
- Develops job descriptions. Creates, edits, and posts jobs on various job boards, websites, community locations, and at schools.
- Develops recruitment strategy and sources applicants for open positions; network within the community to market employment opportunities and attract a qualified pool of applicants.
- Attends and/or holds job fairs to recruit for open positions. Creatively sources applicants to achieve applicant pools and hiring outcomes.
- Administers pre-screening reference checks, background checks, and driving records check. Sends candidates for pre-employment physicals and drug testing. Follows up on results.
- Reports on recruitment metrics and hiring status to programs. Identifies trends in retention.
- Maintains strict confidentiality and objectivity, applying consistency of administration across all levels of agency staff.
- Available to managers, recruiters and candidates at varying times of day.
- Maintains consistent attendance and punctuality, online and on-site. Attends meetings and required training.
- Cultivates positive relationships with prospective employees.
- The employee in this position is in regular contact by telephone, video, or in person with all levels of agency staff to provide information and answer questions regarding employment-related matters.
- Refers to CHRO for complex issues, processes, and policies as they arise. Works directly with on-site HR on procedures and work assignments.
- Diplomatically and calmly handle reactive applicants, employees, and/or managers if the situation arises.
- Follows policies and guidelines outlined in Agency Personnel Policies, State and Federal laws, Federal Performance Standards, and other state and federal guidelines as appropriate.
