The C.I.U. Specialist responsibility is to explain to all victims of violence their rights as defined in the Texas Constitution and in Article 55 of the Texas Code of Criminal Procedure. The C.I.U. Specialist will protect the rights of, and provide direct services to, the victims and survivors of violent crimes that create hardships. The C.I.U. Specialist will intervene on behalf of the victim to prevent the consequences of crime and help reduce the impact of crime on the victim while also helping to reduce the likelihood of any continuing victimization. The Assistant C.I.U. Coordinator will assist in the training and maintaining of a unit of volunteers that will respond 24 / 7 at the request of law enforcement to the scene of a crisis to alleviate the psychological and emotional trauma incurred as a result of a crime and provide crime victims with written notices about their rights.
Essential Duties and Responsibilities

- Supervise the daily operations of the Midland County Sheriff's Office Crisis Intervention Unit staff andvolunteers.
- Manage and write the Office of the Attorney General's Other Victim Assistance Grant.
- Prepare and timely submit the Other Victim Assistance Grant Quarterly Performance Reports to theOffice of the Attorney General.
- Maintain records of expenditures for use in the preparation of the C.I.U. budget.
- Receive invoices, prepare purchase orders, and distribute payment for accounts payable.
- Make reservations, arrangements, and prepare Advance and Expense Report for staff attending out-of-town seminars.
- Provide direct services to all telephone call-in or walk-in victims of crime.
- Preview violent crime cases; assess the victim's needs and generate initial contact by letter.
- Act as a liaison between the victim and the case detectives by obtaining information concerningthe status of their case.
- Assists violent crime victims in filling out victim compensation forms and victim impact statements.
- Assist victims of family, dating and sexual violence in filling out the appropriate protective order intakeform.
- Refer victims to community resources which include the 31 members of our Midland Victims Coalitionthat can help them deal with the aftermath of the crime.
- Accompany victims through the criminal justice system.
- Provide surveys regarding required grant measurements to all victims of crime and compute input forrecord keeping and statistical data.
- Promote networking between various service agencies and local law enforcement to help preventoverlapping of services and provide better services.
- Conducts training classes on victims' rights as requested by local agencies & the general public.
- Conduct two annual 6 week new volunteer training sessions and monthly in-service training sessions.
- Collaborate with the other Specialist on monthly on-duty scheduling of volunteers, distribution ofvolunteer schedules, revised rosters, intake forms and time sheets.
- Maintain a current roster of volunteers, agency referral list, and volunteers schedule changes.
- Assist victims on-scene, which allows the officer to return to crime control and enforcement duties.
- Perform death and critically injured notifications to next-of-kin.
- Assist abandoned, stranded, and destitute people, including children on-scene, which allows the officerto return to duty.
- Arrange transportation, temporary lodging, and communication on-scene for victims in distress.
- Transport victims to court proceedings, law enforcement, Safe Place of the Permian Basin, and MidlandRape Crisis and Child Advocacy Center.
- Perform on-scene tasks with little drain on law enforcement resources.

QUALIFICATIONS

EDUCATION and / or EXPERIENCE
High school graduation, or its equivalent, plus at least five years of experience, or any equivalent combination of education and experience, which provides the required knowledge, skills, and abilities.
Knowledge, Skills and / or ability
KNOWLEDGE OF
Standard office practices and procedures; basic bookkeeping procedures; basic filing; criminal justice system, victims' rights, cultural diversity, and dynamics of family violence; family code, law enforcement policies, critical incident stress management skills, and victim confidentiality.
SKILL / ABILITY TO
Operate personal computer, including word processing; draft memos, letters, and other documents; resolving scheduling conflicts and coordinating travel arrangements; perform basic mathematical calculations; operate standard office equipment, such as copy machine and facsimile machine; counsel victims of violent crimes; read and interpret office policy; time management skills; communicate effectively, both in person and over the phone; and maintain effective working relationships with co-workers, volunteers, victims, and the general public.
CERTIFICATES, LICENSES, REGISTRATIONS
Specialized and on-going C.I.U. training required by the Office of the Attorney General. Possess a valid Texas Driver's License, proof of insurance and maintain an adequate and reliable means of transportation.
HEALTH / DENTAL INSURANCE- Regular full-time employees are provided general medical, hospitalization, and dental insurance coverage. This is free to the employee if they take a yearly HRA and have negative Cotinine test yearly. Employees may obtain coverage under the group plan for family members at their own expense. Employees become eligible for this coverage on the 91st day of employment. Prices for other insurance are listed
LONG TERM DISABILITY- Regular full-time employees working over 30 hours per week are eligible for long-term disability benefits. This benefit becomes effective on the 1st day of the month following six months of continuous employment with the county
CAFETERIA PLAN - All regular full-time employees are eligible to enroll in the supplemental insurance portion of the county cafeteria plan on the 91st day of employment, or annually during an enrollment period for the following plan year of January 1 through December 31. They will not be eligible for enrollment in the Flexible Spending Accounts for medical reimbursement and / or dependent care until the first annual enrollment for the plan year beginning after 1 full year of employment.
DEFERRED COMPENSATION PLANS - Midland County offers five deferred compensation plans. Enrollment in one of these plans can be done at any time after the 91st day of employment.
RETIREMENT PLAN - The county is a member of the Texas County & District Retirement System (TCDRS). Regular employees are required to become members of TCDRS and are eligible for this benefit immediately upon employment. Employees automatically deposit 7% of their salary. Temporary employees are not eligible to become members of TCDRS. The county matches employee deposits by 200% and interest at retirement. An employee is vested after 8 years of service. An employee may retire with full benefits after 8 years of service and attainment of age 60, or after 30 years of service, or at the time the employee qualifies under the "Rule of 75". The "Rule of 75" is defined as when the employee's age combined with years of service (rounded down to whole years) equal to 75 or more.
DEATH BENEFIT PLANS - There are two (2) types of death benefit plans provided by Midland County to all employees who participate in the Texas County and District Retirement System.
SOCIAL SECURITY - All employees of the county are covered by social security. The county also contributes to the social security system on behalf of each employee.
WORKERS' COMPENSATION - All employees of the county are covered by the workers' compensation insurance program, and the county pays the premium. This coverage provides medical and salary continuation payments to employees who receive bona fide, on-the-job, work-related injuries.
LEAVE TIME - Regular full-time county employees are eligible for holidays, vacation leave, sick leave, and other types of released time under certain circumstances.
