What are the responsibilities and job description for the Director of Payroll position at Midland ISD?
POSITION FUNCTION/PURPOSE: Develop, enhance, communicate and manage the payroll related information for the employees of Midland ISD. Minimize the District risk by managing the privacy of the records and the accuracy of the payments.
ESSENTIAL FUNCTIONS:
1. Responsible for the processing of administrative, teacher, clerical, substitute and auxiliary payrolls.
2. Responsible for the processing of employee payroll records and statements received from
personnel and other departments.
3. Calculate and process payroll Tax Deposits on a timely basis.
4. Calculate and process special payrolls including various summer school programs and early
retirement incentives.
5. Calculate and process sick leave programs including monthly absence deductions.
6. Maintain the appropriate forms and supplies necessary for the payroll department.
7. Responsible for the processing and balancing of the monthly School and Calendar Year-To-Date reports.
8. Process and balance the annual W2 reports and statements for all of the District employees.
9. Maintain custody of previous year’s payroll records.
10. Monitor the delivery of the Direct Deposit tape to the bank for deposit.
11. Assist the other Payroll Department employees in the day-to-day overall payroll functions.
12. Assist the Director of Benefits in maintaining the TRAQS records of all MISD employees.
13. Assist the Director of Support Services in compiling calendars for new school year.
School/Organization Climate:
14. Provide assistance to school/campus administrators concerning payroll information and sick leave policies.
15. Provide assistance and problem resolution for District employees regarding all payroll concerns.
16. Provide for an effective two-way communication with staff and board.
17. Provide training to new secretaries and staff regarding the payroll policies and procedures for the District.
18. Assist the Position Control Specialist in compiling the Forecast Conversion tables for the upcoming school
year.
19. Responsible for the administration of the Time Clock Plus time keeping system for the district.
School/Organization Improvement:
20. Analyze the District Sick Leave reporting system recommending changes in reporting and
processing of sick leave information onto the database.
Personnel Management:
21. Supervise job performance of subordinate staff.
22. Develop training options and/or improvement plans in the development of staff to endure the best operation of the department.
Administration and Fiscal/Facilities Management:
23. Process State and Federal reports due on a monthly and quarterly basis for the District.
24. Recover appropriate reimbursements to the District from overpayments made to terminated
employees.
25. Coordinate correspondence and payments of Tax Levies and Student Loan garnishments received on behalf of the District employees.
26. Reconcile and submit monthly billings/payments of payroll related payables to various state and local
organizations.
School/Community Relations:
27. Process and communicate payday calendars and new payroll schedules to all employees.
Professional Growth and Development:
28. Formulate, with the Director of Finance, an annual Payroll Director Professional Development Plan.
29. Observe professional and ethical standards in accordance with generally accepted community standards and
the Texas Education Agency code of ethics.
30. Use information and insights provided through assessment instruments, district appraisal process, and evaluative feedback from line supervisors, and professional development programs to improve performance.
31. Provide leadership in addressing challenges facing the profession; pursue professional
development activities; disseminate ideas and information to other professionals.
