REPORTS TO : Superintendent of Schools
TERMS OF EMPLOYMENT : Salary range 6t : $125,731 – $147,919, 52 weeks per year position-full time. Hours during summer and school breaks may vary, as determined by District administration.

The District operates 12 schools with an operating budget of $113 million with a 35% fund balance.

POSITION SUMMARY
Midland Public Schools is seeking an innovative, transformative, progressive, and collaborative leader for the Associate Superintendent of Student Services and Human Resources in a high expectation, high achieving 7400 student school district. This position reports directly to the Superintendent and is responsible for all aspects of administrative services, student services, human resources, and other areas in collaboration with the superintendent’s team.
MINIMUM QUALIFICATIONS
- Master’s degree in Educational Leadership, School Administration, or similar
- Must meet or be willing to meet the State School Administrator’s continuing education requirements
- Evidence of successful experience as a teacher and administrator
- Knowledge of current education research and best practices
- Demonstrated skills in leadership, communications, and team building
- Successful experiences in various school administration roles with knowledge of school law and legal requirements of schools

The Associate Superintendent of Student Services and Human Resources is an executive position, providing administrative leadership; planning, organizing, directing, and supporting all aspects of student services, human resources, and other areas in collaboration with the superintendent’s team. The Associate Superintendent will work collaboratively to support the district vision :
Leadership & Strategy
Provide system-wide leadership through direction and collaboration with the district’s Superintendent Team and Administrative Council.Develop and implement HR policies and strategies that align with the district’s vision and goals.Provide guidance to the Superintendent on human resource matters, including workforce staffing, employee relations, policy development and compliance.Oversee HR functions to deliver professional, responsive, supportive, and efficient service to all district employees.Assist in the development, creation, and evaluation of school programs and master schedules to ensure effectiveness and efficiency of staff assignments.Employee Relations & Compliance
Work to provide employees with a friendly, healthy work environment.Ensure compliance and alignment with requirements imposed by federal and state law, court decisions, practices, and Board Policies related to employment.Oversee and manage employee discipline and investigation processes, ensuring thorough and fair investigations, accurate documentation, and legal compliance.Serve as a representative of the Superintendent team for employee grievances, mediating and resolving conflicts to foster a positive work environment.Serve as a member of the negotiations and Contract Review team for all employee groups. Lead negotiations when assigned by the Superintendent.Coordinate all aspects of contract administration during the terms of the various contracts with employee unions and / or organizations.Maintain records of certified and classified personnel and prepare such reports as required by the School Board and state and federal laws.Recruitment & Retention
Oversee hiring processes, onboarding, employee benefits, and training to ensure all staff understand district expectations, policies, and values.Recommend assignments, transfers, dismissals and promotions of certified and classified personnel, including specific classification and salary adjustment recommendations to the Superintendent and the Board of Education.Student Services
Collaborate with school administrators to oversee student discipline procedures, ensuring consistent application of district policies and applicable laws.Collaborate with school administrators to update student handbooks and provide required annual notices.Collaborate with district legal counsel when necessary to resolve complex cases involving student discipline and management.Lead the district’s school safety and security planning and implementation, including school safety plans, threat assessment teams, local and state reporting and compliance, support of school teams, training, and crisis response.Represent the district in all safety and security community teams.Coordinate the School Resource Officer program in collaboration with the Midland Police Department and school principals.Additional Functions
Supervise district’s Human Resources Director and Human Resources department.Assist in monitoring all litigation and legislative matters for the school district for employment and school-related matters, in collaboration with the superintendent team.Coordinate district level athletic decisions.Serve as the district’s Title IX and Compliance coordinator.Coordinate the district 504 program (training, systems, and compliance).Supervise the district’s FOIA coordinator.Plan, organize, and represent the district in fact-finding, arbitration, and representation cases as requested by the Superintendent.Ensure consistent and reliable attendance.Perform other duties as assigned by the Superintendent.Application Procedure :
