GENERAL PURPOSE
Under the general direction of the Redevelopment Director is responsible for the coordination of multiple redevelopment programs and projects. The employee analyzes proposed projects and prepares recommendations for consideration by other staff members and the Board of Directors. Employee oversees the successful operation of existing programs and looks for and incorporates changes to improve programs. Employee conducts field studies and surveys to collect original research data to measure the efficacy of various programs and redevelopment projects. Employee must also track finances, assess eligibility for payments, and ensures financial accountability of projects.

ESSENTIAL JOB FUNCTIONS
- Meet performance standards established with the employee's manager;
- Job attendance is required, except for authorized leave;
- Develops, runs, and improves Redevelopment Agency programs, including a public art program and a revolving loan program.
- Plans and coordinates the implementation of projects approved by the Agency by securing bids, negotiating with developers and property owners and authorizing changes. Allocates Agency resources to specific projects. Performs economic analysis of proposed projects and their impact on surrounding areas in order to advise and make recommendations to the Board of Directors. Plans and coordinates the implementation of approved projects.
- Conducts research and analytical studies as needed by the Redevelopment Director and professional staff. Compiles data, reports, manuals, and publications on a wide variety of Redevelopment Agency programs, projects, and issues. Surveys other redevelopment agencies, jurisdictions and professional organizations for background materials for various studies and reports.
- Coordinates various meetings with community-based organizations, commercial developers, other government agencies, and the general public for involvement in the planning and execution of RDA programs and events.
- Coordinates financial transactions between the Agency, property owners, contractors and developers. Maintains comprehensive records of all transactions and accounts for funds expended for specified programs, events, and projects.
- Plans, prepares, and presents findings and recommendations on current and proposed programs to the Board of Directors.
- Develops, manages, and monitors programs and special projects on behalf of the Redevelopment Director.
- Monitors compliance with contracts and provides direction to consultants.
- Manages the creation of new Agency project areas under the supervision of the Redevelopment Director.
- Works with Agency legal counsel on drafting, reviewing, and executing legal documents for Agency transactions.
- Supervises the design, financing, and construction of Agency-assisted development projects to ensure compliance with Agency agreements.
- Performs other duties as directed (duties are not limited to those listed above).
Exempt Status: While the schedule of the employee in this position is flexible, the following is expected to ensure availability and coverage within the department and duties are accomplished:
- Arrive for the workday no later than 8:00 a.m. unless extenuating circumstances dictate otherwise.
- Ensure coverage in the office during lunch hours.
- Ensure that work product is complete/up to date.
- All time off in excess of 2 hours must be approved by the department director or designee.
- Employee shall take into consideration their availability to the general public, developers, and other employees.
- The City's adoption of a 10-hour 4-day work week provides for services to the public until 6:00 p.m. It is expected that this time is covered by this position.
- Employee is expected to work from Monday to Thursday from 7:30 am until 6:00 pm or 8:00 am until 6:30 pm with a 30-minute break.
MINIMUM QUALIFICATONS
- Education and Experience:
- Bachelor's Degree in business administration, finance, urban planning, public administration or closely related field; plus a minimum of three (3) years of experience in urban planning and development, city planning, community development, economic development, program management design or evaluation, or any combination of education and experience providing the required knowledge, skills and abilities.
- Special Qualifications:
- Must possess and maintain a valid Utah State driver's license with periodic verifications by the City.
- Knowledge, Skills and Abilities:
- Thorough knowledge of state regulations as they relate to redevelopment. Ability to interpret regulations and prepare recommendations.
- Must possess strong written and oral communication skills.
- Ability to establish priorities and prepare recommendations with minimal supervision.
- Must possess solid personal organization and workload management skills.
- Must be able to collect, organize, and analyze information; and convert it into clear, concise reports.
- Must be able to develop and present clear and concise presentations.
- Knowledge and ability to apply word processing, spreadsheets, and other personal computer applications.
- Must be able to work effectively with City staff, supervisors, public officials and representatives of other organizations to accomplish shared and multi-disciplinary tasks.
- Ability to meet expected deadlines and attain measurable results as defined by the Redevelopment Director.
- Ability to support the planning, coordination, and execution of community events.
- Working Conditions: Employee(s) in this position split time between a typical office setting with appropriate climate controls and working out of doors with exposure to various types of weather conditions, including potential weather extremes Employee(s) in this position perform in generally comfortable conditions involving intermittent sitting, standing, walking, stooping, and reaching. Talking, hearing and seeing required in the normal course of performing the job. Common eye, hand, and finger dexterity are required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking and creative problem solving. Periodic local travel required in the course of performing portions of job functions. Considerable exposure to stress as a result of human behavior, frequent deadlines, and the general demands of the position.
