Position Summary
The Borough Manager plays a critical role in the governance and administration of Millbourne Borough, ensuring smooth and effective operations across all municipal functions. Key responsibilities include:
- Council Coordination & Governance: Organizes Borough Council meetings, prepares agendas, and keeps Council informed of proposed actions and initiatives.
- Legislative & Policy Implementation: Ensures the enforcement of all Borough laws, ordinances, policies, and directives.
- Financial Management: Oversees the development, administration, and monitoring of the Borough’s annual operating and capital improvement budgets, providing continuous financial updates to the Council.
- Infrastructure & Public Works: Supervises public improvement projects, infrastructure maintenance, and the upkeep of Borough buildings and facilities.
- Strategic Planning & Development: Leads the implementation of strategic initiatives and provides periodic progress reports to the Borough Council.
- Organizational Leadership & Staff Management: Establishes department goals, assigns responsibilities, and fosters a culture of excellence and accountability.
- Public Relations & Community Engagement: Ensures efficient service delivery and responsive customer service by overseeing the resolution of public concerns and complaints.
- Operational Efficiency & Organizational Development: Continuously evaluates and enhances municipal operations, recommending structural and procedural improvements where necessary.
Job Requirements
The ideal candidate will possess the following qualifications and experience:
- Education & Experience: Bachelor's degree in Public Administration, Business Administration, or a related field, with a minimum of 10 years of progressively responsible experience in local government management.
- Financial Acumen: Extensive experience in municipal finance, including budget development, financial planning, and fiscal management.
- Leadership & Governance: Demonstrated expertise in human resource management, workforce administration, strategic planning, and organizational leadership.
- Urban Planning & Development: Experience in land development, redevelopment, and municipal planning processes.
- Communication & Technology Proficiency: Exceptional verbal and written communication skills in English, along with proficiency in computer systems and office technology.
- Must Have to attend the borough council meeting 2 times in a month around 7 pm
