POSITION SUMMARY:
The qualified individual will be responsible for successfully developing and capturing contracts in federal markets, within assigned U.S. Federal Government in DOD, civilian, intelligence &/or cyber markets. Activities include developing market intelligence, preparing capture strategies and teaming arrangements, and assisting in the preparation of proposals. Other responsibilities include customer-focused marketing to develop solutions to customer problems, developing technology requirements (IRAD/CRAD) to support new business capture, win/loss analysis, related process improvements, and efficient management of new business investment (NBI) resources.
The ideal candidate for the position will have established relationships with key program and procurement personnel within US Federal Agencies and Prime Contractors.
Responsibilities:
- Develop and maintain marketing and account penetration plans to identify and monitor opportunities. Plans include but are not limited to competition within the target; funding sources; issues/pain points within the segment; current solutions; overall budget, opportunity size and potential for a specific agency or market segment. Plans will also include: MILVETS capabilities; recommendations for strategic alliances with consultants, contractors, and suppliers, to identify opportunities and maximize business potential.
- Identify, position, and win large single award or multiple award Federal agency or market specific contracting vehicles and programs.
- Utilizing expertise, consultative selling skills, strong relationships, structured marketing and sales plans, and internal resources, further develop existing and establish new business relationships at target agencies or segments.
- Responsible for funnel maintenance & management: scrubbing funnel regularly, working with BD Managers and individual Program Managers to determine real, validation of dollar values and timelines.
- Responsible for building a network of strategic alliance candidates for teaming opportunities with all partner types including Prime Contractors, 8a Businesses, System Integrators, Resellers, and OEMs.
- Create, implement, and maintain strategic campaigns for designated agency or market sales pipeline with detailed information as to appropriations, existing and new programs/contract vehicles and partnerships, number of potential and qualified prospects/opportunities to meet defined, time bound growth objectives for designated agency or market. Identify key target executives within target agency or business segment within the Federal and Defense markets by position and by name with the goal of a specified number of face-to-face meetings with various levels of the target organization to include key decision makers by specific dates.
- Responsible for understanding government budgets, acquisition forecasts and programs to assist in identifying short- and long-term targets of opportunity.
- Obtain, analyze and maintain market intelligence data to minimize the effects of competitive activity.
- Responsible for developing and leading opportunity capture, to include providing: Pursue/No-Pursue, Bid/No-Bid rational, marketing strategies, strategic planning support, competitive intelligence, analysis and position-to-win organizations in addition to recommending team composition, to include cost and price to win strategies.
- Develop and refine marketing, branding, and external messaging collateral used to proliferate and raise brand awareness in support of new business identification and capture.
- Responsible for creation and maintenance of business area capability briefings, development of marketing material (PIBs, slick sheets, presentations), website content updates/validation, writing of articles/press releases.
- Responsible for strategy, planning and attendance at industry days, agency tabletop shows and key market tradeshows and events.
- Represent MILVETS and maintain active participation in industry associations, professional organizations and affiliations.
- Implementing the proposal process on assigned opportunities, including managing logistics and handling routine communication.
- Manage the customization and maintenance of a variety of opportunity-specific tools, templates, matrices, and repositories.
- Organize all administrative aspects of proposal development—ensuring security and integrity of all proposal documentation, coordinating internal flow and review of all proposal inputs.
- Perform post-submission dissection and tagging of final proposal documents to support accessibility as future reference materials.
- Develop and maintain proposal schedules and be able to work on multiple proposals in parallel.
- Coordinate and edit technical inputs for grammar and clarity. Revise and improve technical content prepared by the team for bids.
- Ensure documents are consistent and the format is compliant with stated requirements.
- Establish the electronic file structure, archive, and back-up capability and procedures for all proposal materials on the team’s server system, the document electronic proposal file access and tracking protocols for ensuring the security and integrity of all proposal documentation.
- Provide proposal status meetings with minutes recording and dissemination.
- Manage proposal compliance reviews.
- Provide a quality assurance check for all document deliverables.
- Provide proposal production including printing, binder preparation, tabs and label production, CD printing, packaging, etc.
- Performance measurement based on 'bookings & awards' achieved.
- Bachelor's degree in business management, business administration, or technical degree. In lieu of a Bachelor’s Degree, 10 years of direct Business Development and Capture Management experience in the DoD/Federal Marketplace will be considered.
- Extensive breadth, knowledge and experience within the small business/government contracting arena.
- Proven ability to cold call and initiate new business relationships, and a demonstrated ability to achieve very high-performance standards.
- Ability to translate customer views and market data into new concepts of operation that drive affordable, innovative solutions and associated value proposition trade spaces.
- Strong analytical as well as excellent communication skills (both written and verbal), possessing high-energy, decision-making skills, intelligence, and accountability.
- Must have a management style which encourages open expression of ideas and opinions and a full discussion of differing points of view.
- Proven interpersonal skills working in a matrixed environment.
- A proven successful track record of expanding a company’s business markets and client base in the federal contracting arena.
- A firm understanding of the principles of successful business development, customer engagement and the ‘voice-of-the-customer’.
- Strong critical thinking and logical reasoning skills and the ability to apply them to solve issues and predict potential customer contract risks.
- Good working knowledge of desktop/laptop computers, MS Office tools, as required to accomplish responsibilities.
- Conducts business development with impeccable ethics; leads by example and fosters ethical behavior at all times.
- Previous Military Service or Government employee beneficial.
- Advanced degree or background in Information Technology (IT) and Cyber planning and operations.
- Experience with developing, implementing, or optimizing capture and proposal processes.
- A solid background with SDVOSB Multiple Award Contracts, MAC/IDIQ; specially VETS2, OASIS, GSA STARS3, SEWPSVI and ALLIANT3 is a plus.
