911 Dispatcher – Full-Time

JOB Summary: Under general supervision the 911 Dispatcher is responsible for simultaneously operating a multi-channel radio console and a multi-line telephone while maintaining computer aided dispatch systems and other computer applications. A 911 Dispatcher works within an emergency communication center/public safety answering point dispatching fire, law and medical emergencies to responding agencies.
JOB DUTIES:
Operate the 911 emergency answering phone system efficiently. Create an incident in CAD for all incoming calls answered, maintain generated incidents. Perform on call notifications, maintain highway log, monitor entrance points and alarm systems.
Operate the Computer Aided Dispatch (CAD) and radio system to provide prompt dispatching of emergency units. Query system for warrants, VINs, etc. Notify other departments and other Agencies; simultaneously maintains close contact and communications.
Inputs, updates, requests, transmits and queries information from a variety of sources to maintain accurate records; works independently with minimal supervision, exercising good judgement in the safeguarding of confidential or sensitive information.
Disseminates information on vehicle, driver license, criminal history, weapons, boats and other articles via local, state and national computer networks. Monitor TTY’s, forward to proper authorities, maintain accurate outgoing TTY log and input fatal reports as needed.
Monitor all DOT traffic cameras and assist law enforcement agencies by reporting site pictures for information dissemination. Learn Freeway system thoroughly
Ninety percent (90%) of all incoming calls will be answered within 10 seconds. Priority 1 incidents will be dispatched within 90 seconds. ("Stack to Dispatch Time"). Login to all programs daily. Send weekly Everbridge test message.
Monitoring duress alarms for the Courthouse, Safety Building, Institutions, all County buildings with alarm systems. Acknowledge and dispatch law enforcement to alarms. Notify deputies of incoming alarms under all circumstances to ensure situational awareness.
Disseminate emergency notification messages via Everbridge. Make emergency notifications to appropriate Command Staff, DA Supervisors and Master Control. Receive NAWAS, state and federal defense calls and relay information to appropriate city, county, and suburban agency.
The ability to work in a high tempo and noisy environment while under duress. The dispatcher must be resilient to these never-ending stresses for the duration of their shift to ensure Officer and Public Safety, discipline and effective working relationships with all staff.
Perform Dispatch Assisted Bystander CPR when needed; Monitor garage access to SB, participate in Job Shadowing and Training; Maintain situational awareness and business acumen. Other duties as assigned by OEM Director, OEM Deputy Director, and/or 911 Division Director
MINIMUM REQUIREMENTS
Wisconsin Driver's License
Graduation from high school or G.E.D. equivalent is required
Current Wisconsin resident at time of application is required
At least one (1) year of experience with high intensity radio and/or multi-line phone system
Must be able to pass a criminal background, including a drug test.
Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets. (Microsoft Word/Excel)
Must be available to work on holidays and weekends, schedule will include weekends and holidays.
Note: All appointees must successfully complete the Transaction Information Management Enforcement (TIME) system training and Criminal Justice Information Services (CJIS) compliance, and Association of Public Safety (APCO PST) certification within six (6) months of hire date.
PREFERRED EXPERIENCE:
Technical training in Police/Fire Emergency Medical Services (EMS) dispatching and radio communications
At least one (1) year of receiving and/or resolving complaints, problem solving, or had substantial responsibility for receiving and/or giving information. Experience in receiving calls for emergency service or Police / Fire EMS dispatching and radio communication.

Knowledge, Skills and Abilities: Knowledge of modern office methods, practices, procedures and equipment; skill in prioritizing and performing multiple tasks simultaneously; oral and written communication skills, math skills, skill in data entry; ability to learn the boundaries of Milwaukee County and its freeway system, including highway designations, boundaries and landmarks; ability to clearly speak and understand English; ability to receive and transmit emergency calls accurately; ability to operate radio network and phones; ability to obtain critical information; ability to learn abstract codes needed to query computers via terminals; ability to work in confined areas for extended periods of time; ability to clearly hear incoming calls and radio responses; ability to work independently; ability to read and interpret multiple computer screens; and the ability to work in a high tempo and noisy environment while under stress for the duration of shift to ensure officer and public safety; disciplined and the having effective working relationships with staff and public is required. The ability to lift, carry, push, and pull up to 30lbs when needed.
