I. SCOPE
Responsible for assisting in the development, review, and management of all safety programs for the company and its affiliates.
II. GOAL
To develop and maintain a working corporate safety program which continually provides the safest possible working conditions for all employees.
Ill. ACCOUNTABILITY
The Safety and Security Director reports directly to the Manager of Human Resources, who will perform periodic performance appraisals of the Safety and Security Director.
IV. ESSENTIAL RESPONSIBILITIES AND DUTIES
A. Provides daily guidance and assists in the direction of the corporate safety programs; maintain all safety records.
B. Continuously reviews, updates, and implements safety policies, procedures, preventative measures, training programs, and safety manual.
C. Continually remains current on state laws and regulations pertaining to industrial and traffic safety and on issues and changes with regard to OSHA, MOSHA, MSHA, ICC, DOT, BCMS, FMCSR, COMAR AND other related
agencies, safety rules and regulations and MESDA. Ensures that company is continuously compliant with all regulations.
D. Performs safety audits of all plants at least monthly and visit Pecos Plants weekly; prepares report of findings and safety violation notices as required. Works with the Operations Managers and General Manager of Land Development to ensure safe and proper working conditions at all plants sites and properties.
E. Conducts safety meetings at least monthly with all operations personnel; periodic quarterly safety evaluation review to all employees.
F. Directly interfaces with supervisors at all levels to enlist support for corporate safety programs and to provide guidance as required. Works with individual managers to establish safety goals and works with managers and employees to achieve the goals.
G. Oversees safety training program; conducts training on safety with employees as required; provides safety orientation to all new employees.
H. Helps investigate all vehicle accidents, damage-claims accidents, and work related accidents involving personnel; assist in processing of all worker's compensation, liability, and general insurance claims; reports fill accidents to
the HR/Upper Management, and as appropriate. to the insurance company;
corresponds with all involved parties until claims are resolved.
I. Maintains continual liaisons with company insurance agent to review policy, endorsements, pricing, and coverage charges to insure proper upper management. Helps overall corporate HR/Upper Management to insure proper coverage. Provides appropriate recommendations to the HR/Upper Manager.
J. Investigates driving records of all driver applicants for employment; periodically reviews driving records of all driver employees; investigates all citations and summons given to drivers; provides appropriate recommendations on action to management.
K. Address security concerns of the company and coordinate with state and local law enforcement on security issues.
L. Prepares and submits accurate quarterly MSHA report, monthly inter-company injury and accident report, and quarterly hours and injury report for the Mine and Safety Health Administration. Maintenance of all required OSHA and MSHA files at all satellite plants.
M. Provides training for all operations personnel on safety related matters.
N. Works together with the General Manager of Land Development to ensure safe conditions on all properties.

A. Position requires individual with high school diploma, or equivalent, college degree is preferred and minimum five years experience in a Upper Management, construction-industrial, safety environment.
B. Additional qualification may include a solid working knowledge of county, state, and federal regulations pertaining to health, safety, and the environment; OSHA and MSHA regulations; substance abuse detection and reporting procedures; and claims processing procedures.
C. Individual should also possess strong communications, listening, and analytic skills and must have reliable transportation.
VI. PHYSICAL REQUIREMENTS
A. Individual must be presentable with a neat, well-groomed appearance. Necessary personality traits and mental abilities to include personable, mature well spoken with a good command of the English language, enthusiastic, organized and the ability to work in a sometimes stressful and hectic environment.
B. Must be able to transport one-self to other plant sites and off site locations.
C. Must be able to climb, push, bend and pull on various material handling and plant equipment in order to inspect it.
