Help play an important role in the health of Minnesotans by supporting the work of the Minnesota Stroke Program and the Cardiovascular Health (CVH) Unit as a Communications Specialist 3. The CVH and Stroke Communications Specialist at the Minnesota Department of Health (MDH) will lead and implement communication efforts related to cardiovascular disease and stroke, ensuring integration of plain language, cross-cultural communication, and digital accessibility.

Responsibilities of the role include but are not limited to:

  • Develop communications strategies and work plans including digital and web-based communications.
  • Engage and build relationships with community partners including attendance at community events.
  • Execute communications grants, contracts, and activities.

Work may be conducted in-person in St. Paul, or as telework for applicants who reside in MN, IA, WI, ND, or SD, based on the business needs of the unit and supervisor discretion. Position location will be determined by the top candidate and will be based out of the closest Minnesota Department of Health office location: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Bemidji, or Fergus Falls. Attendance to in person meetings in St. Paul such as quarterly meetings and travel to various locations across the state for community events required. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Minimum Qualifications

Three (3) years of experience in strategic communications or public relations in public health, community health, or chronic disease. Experience to include all of the following:

  • Creating and editing health communications such as reports, fact sheets, newsletters, news releases and multi-media presentations.
  • Leading communications projects with stakeholders.
  • Creating, evaluating and implementing communications plans.

A degree in Communications, Public Health, or closely related field may substitute for experience as described above:

  • Associate’s = 6 months.
  • Bachelor’s = 12 months.
  • Master’s = 18 months.
  • Doctorate = 24 months.

Abilities and skills that will be assessed during the interview process:

  • Knowledge of and skill in communications strategy and the principles of maintaining effective internal and external relationships.
  • Skill in and ability to engage with stakeholders through communications projects.
  • Ability to present ideas and information effectively and translate technical information to plain language for a variety of audiences.

Preferred Qualifications

  • Experience with governmental communications and presenting information to the public.
  • Knowledge of CVH and Stroke.
  • Experience analyzing public health information, explaining public health programs, issues and data.
  • Experience in project management.
  • Experience working respectfully with multidisciplinary teams and diverse groups and considering the impacts and outcomes of health equity on communities.

Additional Requirements

  • Must successfully pass a background and reference check.
  • This employment does not require a valid driver's license, but it does demand occasional travel, which the candidate will be responsible for meeting.
  • The successful candidate under U.S. Citizen and Immigration Services regulations must be able to accept work in the U.S. by the day employment begins. The agency is unable to offer H-1B sponsorship.
