In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including childcare and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024. This position will move to DCYF in June of 2025.

This position exists to coordinate the administration of Minnesota’s TANF (Temporary Assistance to Needy Families) Data Reporting System and to validate both the administrative process and the resulting data to ensure that they meet federal requirements. The incumbent of this position serves as a technical expert on TANF data and federal reporting requirements to the Department of Human Services (DHS)/Department of Children, Youth, and Families (DCYF) management and staff; establishes the goals and objectives to be met by the reporting system; trains other DHS/DCYF staff in the technical aspects of the system; monitors compliance of the data with federal reporting requirements; and represents the State on technical reporting issues with federal Department of Health and Human Services (HHS) reporting staff.

Responsibilities include but may not be limited to:

  • Determine system objectives for Minnesota’s TANF Data Reporting Model in the DHS/DCYF Data Warehouse.
  • Function as the lead systems designer, technical administrator, and technical expert on Minnesota’s TANF Data Reporting Model.
  • Ensure that federal TANF data collection and audit requirements are timely and accurately met.
  • Represents the State and maintains reporting relationships with federal staff.
  • Manage the process of submitting federal TANF data reports.
  • Serves as an MFIP/TANF data expert to DHS/DCYF staff and apply this systems and programming knowledge to support the DCYF cash budget forecast by generating complex ad hoc data necessary to modify the cash budget forecast reflecting legislative and program policy changes.

Minimum Qualifications

Three (3) years of experience in developing and implementing system and data collection objectives, specifications and methodologies. Experience must demonstrate:

  • Comprehensive knowledge of the MAXIS data system (or similar eligibility system for public assistance and health care), data structure, data relationships, and processes.
  • Experience extracting data from data warehousing using SAS and SQL in a variety of applications.
  • Experience providing data and other information for auditing purposes.
  • Developing and implementing system and data collection objectives, specifications, and methodologies.

Preferred Qualifications

  • Experience as an eligibility worker.
  • Experience extracting data from the DHS Data Warehouse.
  • Self-motivated and organized, able to manage multiple concurrent projects, and produce accurate work within a limited timeframe.
  • Experience in designing, administering, and troubleshooting data models in a relational database system.
  • Demonstrated understanding of the roles and inter-relationships of local, state, federal, and community agencies in the administration of public programs.
  • Ability to translate and simply present complex information to management and non-technical staff.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
