This position exists to direct the development and implementation of fiscal policy and budget operations at the Department, as it relates to federal and capital funds.

Responsibilities include but may not be limited to:

  • Serves as the agency's lead on federal funding sought, managed, and executed by the Department, leading the development, implementation, and oversight over the agency-wide process for the application and use of federal funds.
  • Oversees the internal process of securing state authority to request and expend federal funds (outside of federal matching dollars received through the Medicaid program), ensure that expenditures of federal funds comply with state and federal laws, and monitor and report on federal funds available to DHS, including the purpose for which those funds can be used.
  • Facilitates cross-administration and cross-agency coordination of federal funding requests and expenditures to maximize the impact of those resources.
  • Serve as the agency's lead on capital budget requested through the Governor’s budget and at the legislature.
  • Provide supervision and oversight to staff working on capital budgets, agencywide federal funding processes, and data analysis.

Minimum Qualifications

Demonstrated leadership experience* *Leadership experience can include:

  • Experience as a supervisor, leadworker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
    • 1 year of experience identifying issues, goals and strategic actions
    • 100 hours per year time commitment


AND

Five (5) years of specialized professional work experience in grant-making, government budgeting, or public policy demonstrating the following:

  • Broad knowledge and understanding of state and federal budget processes.
  • Project management experience sufficient to direct budget decision-making processes at a large government agency.
  • Managerial skills sufficient to assign priorities, develop staff, and improve processes.

Preferred Qualifications

  • Knowledge of the legislative process and how budgets are set at the state level.
  • Negotiation and conflict resolution skills.
  • Facilitation skills sufficient to guide groups of executives and senior leaders to make difficult decisions in challenging circumstances.
  • Written communication skills sufficient to write and edit policies, procedures, fact sheets, reports, and briefing memos.
  • Oral communication skills sufficient to explain complicated financial concepts to decision makers.
  • Analysis, decision-making, and problem-solving skills sufficient to evaluate current policy, operational, and budget challenges and to recommend and implement appropriate solutions.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
