This position supervises a team of professional staff responsible for supporting the day-to-day operations of the trial courts. This role provides oversight to systems analysts and trainers who lead the design, development, and support of programs and applications utilized by the trial courts. It ensures that analysts deliver accurate and timely responses while requiring a strong understanding of court business processes and the integration of various technology products and applications with trial and appellate court operations. Additionally, this position provides work direction to the Coordinator Team and serves as a key liaison with other State Court Administrator Office divisions, workgroups, justice partners, judges, and court staff. It demands a high level of professionalism and the ability to navigate high-pressure situations involving multiple, competing interests
Examples of Job Duties :
The following are examples of major job duties expected for this position to perform.
- Supervise, mentor, coach and assign activities of professional staff who will lead, support and coordinate the planning, development and operations for current operational systems and business processes that include product ownership, resolution of service desk tickets; party records management; research and analysis of legislative requests, analysis of current business processes for efficiency, and analysis and testing of current technology updates’ impact on statewide business practices and system (applications) and provide recommendations.
- Provide oversight, guidance, and recommendations to Systems Team analysts serving as business or training leads or owners, ensuring their work responsibilities effectively support the systems, applications, and operational training needs of trial and appellate courts.
- Supervise, mentor, coach and assign resources to lead internal efforts or divisional projects associated with business trends or issues identified by analysts. Recommend priorities and next steps to branch leadership with proposed solutions that will support consistent, convenient and customer focused service by the courts.
- Plan, prioritize, assign and supervise the work of training leads on documentation and training requests pertaining to the ongoing development of various court operations, technology tools, and operational projects.
- Plan, prioritize, assign and supervise the work of coordinators on statewide projects, initiatives, resolution of service desk tickets and/or trainings.
- Provide MNCIS forms management direction and recommendations to business analysts who provide subject matter expertise on forms creation and revision to the Minnesota Judicial Branch Forms.
- Hire, onboard, and regularly evaluate employee performance, work with employees on professional development and performance issues.
Typical Qualifications :

Minimum Qualifications:
- Bachelor’s degree from an accredited college or university in business, public administration, criminal justice or closely related field.
- Minimum 5-10 years court administration/management experience with direct comprehensive experience with business processes in multiple case types. Project leadership experience.
Preferred Qualifications:
- Master’s degree in public or court administration.
- Supervisory Experience or
- Institute for Court Management Court Manager Certificate, desirable, but not required.
- Considerable knowledge of court business procedures and policies. Basic knowledge of systems/applications used by trial courts.
Knowledge, Skills, and Abilities:
- Thorough knowledge of the organization, operations, court procedures and documents.
- Knowledge of effective supervisory and management techniques.
- Considerable knowledge of court information/management systems.
- Ability to make work decisions in accordance with law, regulations and departmental policies and procedures.
- Ability to plan, assign, and supervise the work of professional employees engaged in a variety of court activities.
- Ability to express ideas concisely and clearly, both orally and in writing.
- Ability to establish and maintain effective working relationships with the Court Services division and State Court Administrator’s Office leadership, District Leadership, direct reports, judicial officers, court justice partners, stakeholders, and court customers.
- Knowledge of product management best practices for application maintenance and development.
Salary:
The expected starting salary range for external candidates is $42.86- $54.62 per hour ($89,492- $114,047 annually) The full salary range for this position is $42.86 -$66.38 per hour ($89,492 - $138,60 annually). Starting salary is dependent on qualifications. This Position is exempt under Fair Labor Standards Act and is eligible for state of MN employee Benefits.

Position Logistics:
This position is classified as a Court Services Supervisor and will work normal business hours, Monday-Friday, with occasional hours outside normal business required. Duties will be performed in a hybrid environment, including in-person workdays at the Minnesota Judicial Center in St. Paul, Minnesota.
