The Court Operations Associate position is a fast paced, highly detail oriented position with a variety of responsibilities such as performing advanced clerical work, providing customer service, working in the courtroom and ensuring compliance with applicable court rules, policies, and standards to achieve an impartial, accessible, fair, and timely system of justice. This position will work directly with the public, judges, and other court employees by processing Criminal/Juvenile Delinquency case types. Duties require the application of independent judgement and the interpretation of established laws, policies, procedures, regulations based on training and knowledge gained through experience on the job.

This position is in the Minnesota Judicial Branch Court Clerical job classification and is in the AFSCME bargaining unit. This position will be located in the Wright County Justice Center at 3700 Braddock Ave. Buffalo, MN 55313, with the possibility of a hybrid work environment. The normal hours of work are Monday-Friday, 8:00am-4:30pm. Initial days off: Saturday, Sunday, and Court Designated Holidays.

EXAMPLES OF JOB DUTIES :

Any one position may not include all of the duties listed, nor do the examples cover all the duties which may be performed.

  • Independently performs clerical court work relating to criminal and juvenile delinquency case processing on the Minnesota Court Information System (MNCIS), Microsoft Office, electronic File and Serve, SharePoint and other related computer systems. This includes processing filings, including but not limited to, initial and subsequent filings, assigning cases to judges, setting hearings, and sending notices.
  • Assist customers with requests, questions/inquiries relative to court policies, information, procedures, and financial transactions at the counter and by telephone in a courteous manner across all lines of business.
  • Issues receipts for payment of court fees and fines; responsible for managing and balancing his/her individual till.
  • Work in a team environment that promotes collaboration in reaching a common goal.
  • Attends and participates in division/team meetings and trainings; maintains knowledge of court policies, process, and procedures.
  • Utilizes applicable technology (i.e., operating and information systems and/or programs) and office equipment to perform and complete work assignments.
  • Review legal documents, determine processing required and takes necessary action in accordance with court rules and procedures.
  • Assist attorneys, judicial staff, law enforcement, and representatives from the outside agencies.
  • Administrative duties as assigned.
  • Perform courtroom clerking and/or clerical duties in the courtroom while court is in session, record minutes, produce orders and update hearing outcomes in the Minnesota Case Information System (MNCIS). Schedule and maintain court calendars.

TYPICAL QUALIFICATIONS :

Minimum Education Requirements: Any combination of training and work experience which indicates possession of the knowledge, abilities, and skills listed below.

Possession of a high school diploma or equivalent, and at least one (1) year of relevant job experience. Additional education may substitute for experience.

Minimum Knowledge, Skill and Ability Requirements

  • Knowledge of court procedures and policies, laws, legal terminology and legal factors pertaining to the court or ability to learn.
  • Exceptional customer service and interpersonal skills, including ability to navigate difficult situations and resolve conflict in a respectful and courteous manner.
  • Knowledge of the organization, operation, function, and jurisdiction of the court.
  • Knowledge of basic arithmetic.
  • Knowledge of modern office practices and procedures.
  • Skill in the operation of a personal computer, including electronic case management system and related applications and equipment. Skill in using video conferencing platforms.
  • Ability to establish and maintain effective working relationships with others within and outside of the Judicial Branch.
  • Ability to prioritize work in a fast-paced environment.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to remain flexible and adaptable to change including assignments, procedures, and new initiatives.
  • Ability to make independent judgments and decisions.
  • Ability to work within a team to meet common goals.
  • Must have a reliable attendance and punctuality record.
  • Ability to handle sensitive and confidential matters and files appropriately and in compliance with all applicable court rules, policies, and statutes.
  • Ability to read and interpret legal documents of varying types and complexity and apply knowledge of specific laws, statutes, rules, policies, and procedures related to the area of assignment.
  • Ability to maintain an accurate record filing system.
  • Ability to understand and follow oral and written instructions

Working Conditions

Work is performed primarily in an office-setting, a public counter and/or in a courtroom.

SUPPLEMENTAL INFORMATION:

This AFSCME-represented position is posted for bidding, internal, and external application simultaneously. Initial salary may be offered up to the mid-point of the pay range, based on qualifications.
