NOTE: This posting will be used to fill vacancies at either the Labor Relations Consultant 3 or Labor Relations Consultant 4 level depending on the education and experience of the successful candidate(s). This posting will hire up to two (2) full-time positions.

These positions are responsible to conduct and assist in the negotiation and administration of collective bargaining agreements with employee exclusive representatives and with other exclusive representatives, as assigned; to assist in the preparation and to present arbitration cases under the direction of senior staff; to conduct and participate in labor relations training; to resolve grievances and other disputes with union agents; to investigate and present cases in administrative forums, including the Public Employment Relations Board and the Bureau of Mediation Services; and to provide other technical staff assistance in all other phases of labor relations functions of the Division.

Minimum Qualifications

To qualify for the Labor Relations Consultant 3, an applicant must possess:

Four (4) years of advanced professional level human resources/labor relations experience OR a bachelor's degree in human resources, industrial relations, business or public administration plus three (3) years of advanced professional level human resources/labor relations experience OR a master's degree in industrial relations or a J.D. plus one (1) year of advanced professional level human resources/labor relations experience.

To qualify for the Labor Relations Consultant 4, an applicant must possess:

Five (5) years of advanced professional level human resources/labor relations experience OR a bachelor’s degree in human resources, industrial relations, business or public administration plus four (4) years of advanced professional level human resources/labor relations experience OR a master's degree in industrial relations or a J.D. plus two (2) years of advanced professional level human resources/labor relations experience.

For both levels, work experience should include:

  • Providing consultation on contract administration and interpretation or collective bargaining or grievance processing or independently representing/advocating for management in rights and/or interest arbitration/mediation or other similar administrative proceeding.

In addition to the above, all applicants must have:

  • Critical thinking and problem-solving skills sufficient to analyze a variety of complex labor relations/human resources related issues and trends, identify areas of research and evaluate alternatives, make sound decisions, and provide guidance to agencies on these issues
  • Analytical skills sufficient to interpret and administer labor agreements, administrative policies/procedures/rules and to determine the appropriate advice for management
  • Strong interpersonal, written, and verbal communication skills sufficient to effectively defend management policy/practice to individuals and groups and represent the department professionally
  • Knowledge of labor relations principles and practices and collective bargaining
  • Knowledge of relevant State and federal laws, including FMLA and FLSA
  • Ability to formulate and draft management contract proposals for labor agreements
  • High level of human relations skills, discretion, confidentiality to establish and maintain effective working relationships with employees, operating agencies and the public and deliver/explain negative decisions
  • Computer software skills using Microsoft Office products.

Preferred Qualifications

  • Master’s degree in industrial relations, a J.D., or related.
  • Experience working in a human resources/labor relations department in the public sector.
